About this file

This is Amendment 3 to a Request for Proposals (RFP #35910-14531) issued by the Tennessee Department of Children's Services for Family Violence Intervention Services (TFP) to be provided statewide across six designated regions: Northeast, East, Tennessee Valley, Mid-State, Mid-West, and West. The amendment updates the RFP schedule of events with revised dates for key milestones. The written questions and comments deadline is July 10, 2026, with state responses provided by July 24, 2026. The proposal response deadline is July 31, 2026 at 2:00 p.m. Central Time. Technical response evaluations will be completed by August 7, 2026, with cost proposal opening and scoring scheduled for August 10, 2026 at 2:00 p.m. Optional negotiations are scheduled for August 13-14, 2026. The Notice of Intent to Award will be released on August 21, 2026 at 2:00 p.m., followed by a protest period ending August 28, 2026. Contractors must sign and return the contract by September 1, 2026 at 2:00 p.m.

The services requested include intensive family preservation and reunification programming designed to prevent child custody removal, maintain family reintegration, and support children in foster care through structured domestic violence intervention using the Safe and Together Curriculum. Respondents must be licensed by the Tennessee Department of Mental Health and Substance Abuse Services or the Tennessee Department of Children's Services, with staff holding at least a bachelor's degree in social sciences plus one year of relevant experience, or a bachelor's degree in another field with three years of experience. Cost proposals must itemize hourly rates for three service categories per region: supervised visitation services, court testimony, and unsuccessful efforts reimbursement at 50 percent of the hourly rate. Evaluation metrics indicate visitation services ranging from 30 to 8,420 hours by region and court testimony from 30 to 80 hours, though these represent evaluation factors only and do not constitute volume guarantees. Scoring allocates 50 points for technical qualifications, 20 points for general qualifications and experience, and 30 points for cost proposals, totaling 100 possible points.
