About this opportunity
The Maryland Department of General Services is soliciting bids for the Sand and Spring Run Subsidence Repair project (F-001-260-004), a stream restoration and subsidence remediation effort in Allegany County near Frostburg, with bids due October 28, 2026 at 2:00 p.m. through the eMMA electronic system. This is a Small Business Reserve (SBR) procurement limited to certified small businesses, a restrictive set-aside that filters who may respond.
An overall Minority Business Enterprise (MBE) subcontract participation goal of 5 percent of total contract value applies. Bidders must acknowledge the MBE goal and commit to achieving it through certified MBE subcontractors or request a full or partial waiver; failure to submit complete MBE documentation within three business days of deficiency notification may render the bid non-responsive.
The scope encompasses stream restoration across multiple zones: site preparation, mobilization/demobilization, construction layout staking, erosion control (compost filter sock, stabilized entrance, stream diversions), channel excavation and embankment placement (approximately 620 cubic yards), installation of in-stream structures (boulder vanes, J-hooks, riffles), toe wood repair and live brush layering (395 linear feet), vegetation planting (2,560 two-inch plugs, 138 one-gallon trees and shrubs), seeding with native meadow and habitat mixes (47 pounds), biodegradable erosion control matting (1,900 square yards), and straw mulching (189 bales). Work is limited to Monday through Saturday, 7:00 a.m. through 7:00 p.m., and must be completed within 180 consecutive calendar days from Notice to Proceed. Liquidated damages are assessed at $350.00 per calendar day for non-MBE performance delays. All iron, steel, and manufactured products must be American-made unless subject to an approved waiver; bidders must certify compliance on Attachment AB. A two-year warranty on all work is required commencing from substantial completion.
Bidders must demonstrate minimum qualifications: three years of experience with similar-sized projects and three years of stream restoration work experience, supported by at least three references. A Maryland General Contractor's License issued in the county where the bidder's principal place of business is located is mandatory. Performance and payment bonds are required upon award recommendation. Prevailing wage requirements apply; wage rates are specified by labor classification and effective as of June 8, 2026. Certified payroll records must be submitted electronically within 14 calendar days of each payroll period.
The Pre-Bid Conference and site visit are scheduled for October 7, 2026 at 10:00 a.m. at 160 South Water Street, Frostburg. Questions are due by October 14, 2026 at 2:00 p.m. Payment will be by Electronic Fund Transfer. The contract is Firm Fixed Price with no federal funding and no reciprocal preference provisions.
