About this file

This is a No Bid/Proposal Notice and Vendor Feedback Form issued by the State of Maryland for solicitation F-001-260-004 regarding Sand and Spring Run Subsidence Repair. The form is designed to collect feedback from vendors who choose not to submit a bid or proposal, as well as from those who do submit responses but wish to offer suggestions or concerns. The document provides vendors with a standardized mechanism to communicate barriers to participation and recommendations for improving the State's procurement process.

The form lists fifteen specific reasons vendors may decline to participate, including other commitments, lack of relevant experience, unclear specifications, insufficient completion time, insufficient start-up time, restrictive bonding or insurance requirements, competitive concerns, slow payment schedules, and unsatisfactory prior State of Maryland contract experiences. Vendors are instructed to return the completed form to the Procurement Officer identified in the Key Information Summary Sheet if they choose not to respond. The form also includes a remarks section for vendors to provide detailed explanations or suggestions regarding the solicitation, with space for additional pages as needed. Contact information fields request vendor name, date, contact person, phone number, address, and email address.
