Award is contingent on meeting Local Business Enterprise (LBE) requirements and successful contract negotiations; any proposal failing to satisfy applicable Minimum Qualifications and LBE requirements will be deemed non-responsive.
Proposers must meet four Minimum Qualifications: at least five years of direct armed and unarmed security services experience within the past ten years; a current active California Private Patrol Operator license; bonding capacity sufficient for a performance and payment bond of not less than ten percent of annual contract value; and establishment of a local office or operations base in San Francisco before contract commencement.
The scope encompasses fixed-post and access-control functions, facility and yard patrols, Revenue Collection Security Support, Security Operations Center coordination and support, incident reporting, and emergency response across seven bus yards, three rail yards, twelve subway stations, seven tunnels, and related maintenance and trade shops. The contractor bears full responsibility for hiring, screening, training, and supervising personnel to SFMTA-approved staffing levels; providing uniforms, vehicles, and equipment; and implementing required technology systems supporting scheduling, dispatch, GPS-based patrol tracking, and incident reporting with 24/7 availability where required. Contractor personnel must comply with San Francisco Fair Chance Ordinance requirements and prevailing wage obligations (unarmed officers at $21.20 per hour plus $4.08 in health and welfare benefits, with overtime at 1.5 or 2 times the base rate plus benefits).
The contract term consists of three base years plus two optional one-year extensions. No predetermined not-to-exceed amount is established; pricing is based on the selected proposer's proposal. All pricing must be submitted in 2027 dollars. The fee proposal evaluation scores combined overhead and profit percentage markup (70 points) and any Innovative Service Delivery Approaches or Optional Enhancements (30 points), for a fee-proposal total of 100 points. Written proposals are evaluated for a total of 190 points, with an optional Phase 2 providing up to 100 supplemental evaluation points. The incumbent contractor is Universal Protection Service, LP, dba Allied Universal Security Services. A virtual Pre-Proposal Conference is scheduled for October 23, 2026, at 1:00 PM PT.
