About this file
This is a Non-Disclosure Agreement (NDA) appendix for Request for Proposals No. SFMTA-2026-47-LOC issued by the San Francisco Municipal Transportation Agency (SFMTA) for security services. The RFP seeks proposals from qualified firms to provide armed and unarmed security guard services and related security operations support across the SFMTA's multimodal transportation system, which encompasses more than 400 facilities including bus and rail yards, maintenance facilities, and subway stations. Security services include fixed-post and access-control functions, facility patrols, Revenue Collection Security Support, Security Operations Center coordination, and incident reporting. The SFMTA encourages prospective Proposers to attend a virtual Pre-Proposal Conference scheduled for October 23, 2026, at 1:00 PM PT via Microsoft Teams. Award will be made to the highest-ranked Proposer meeting minimum qualifications and Local Business Enterprise (LBE) requirements as outlined in the RFP, with successful contract negotiations required to finalize the award.
The NDA is required for prospective Proposers seeking access to certain confidential or security-sensitive RFP appendices beyond those publicly available. Proposers must submit an executed Non-Disclosure Agreement to obtain access to restricted materials, with specific instructions and deadlines outlined in Section I.B of the RFP and Appendix J. This requirement reflects the sensitive nature of security operations documentation and ensures that only qualified, vetted firms receive detailed security-related project information necessary for proposal development. The NDA serves as a protective mechanism for the SFMTA while facilitating competitive procurement among serious bidders.
