About this file
This is a Request for Proposals (RFP) document issued by the San Francisco Municipal Transportation Agency (SFMTA) for armed and unarmed security guard services and related security operations support functions. The SFMTA operates over 400 facilities across a large, multimodal transportation system including bus and rail yards, maintenance facilities, and subway stations. The requested services encompass fixed-post and access-control functions, facility and yard patrols, station patrols, Revenue Collection Security Support, Security Operations Center coordination, incident reporting, and related security functions throughout the SFMTA system. RFP No. SFMTA-2026-47-LOC seeks qualified firms to provide these comprehensive security services. A virtual Pre-Proposal Conference is scheduled for October 23, 2026, at 1:00 PM PT via Microsoft Teams, and Proposers are encouraged to attend to receive clarifications and additional information. The SFMTA will award the contract to the highest-ranked Proposer meeting the Minimum Qualifications and Local Business Enterprise (LBE) requirements specified in the RFP, contingent upon successful contract negotiations.
Proposals that fail to meet the applicable Minimum Qualifications and LBE requirements will be deemed non-responsive and rejected. Certain RFP appendices contain confidential or security-sensitive information and are restricted to prospective Proposers who submit an executed Non-Disclosure Agreement by the specified deadline outlined in Section I.B of the RFP and Appendix J. The RFP emphasizes Local Business Enterprise participation as a key evaluation criterion, and interested firms should review all sections carefully to ensure compliance with LBE requirements in Section IX.R prior to proposal submission.

The RFP and publicly available appendices are attached to this Sourcing Event.
Certain RFP appendices contain confidential or security-sensitive information and are available only to prospective Proposers that submit an executed Non-Disclosure Agreement. Please review Section I.B of the RFP and Appendix J for the applicable instructions and deadline.
