About this file

This is a Fee Proposal Form (Appendix G) for Request for Proposals No. SFMTA-2026-47-LOC issued by the San Francisco Municipal Transportation Agency (SFMTA) for Security Services. The SFMTA seeks proposals from qualified firms to provide armed and unarmed security guard services and related security operations support throughout its multimodal transportation system, which encompasses more than 400 facilities including bus and rail yards, maintenance facilities, and subway stations. Services include fixed-post and access-control functions, facility and yard patrols, Revenue Collection Security Support, Security Operations Center coordination, and incident reporting. A virtual Pre-Proposal Conference is scheduled for October 23, 2026, at 1:00 PM PT via Microsoft Teams. The contract term consists of three base years (Contract Years 1, 2, and 3) with two option years (Option Years 1 and 2), for a total five-year evaluation period. Award will be made to the highest-ranked proposer meeting Minimum Qualifications and Local Business Enterprise (LBE) requirements who successfully completes contract negotiations.

All pricing must reflect 2027 pricing and be submitted in the completed Excel workbook as Proposal Part 3 - Fee Proposal. Proposers must complete all applicable yellow cells with required pricing information, including a Combined Overhead and Profit Percentage Markup for each contract year and option year that excludes hourly wage rates and required benefits but includes contract management, scheduling, dispatch administration, payroll administration, invoice preparation, quality assurance, corporate support, vehicle costs, parking, Required Base-Service Technology, reporting tools, and other non-labor costs. The Total Average Overhead and Profit Percentage Markup is scored for up to 70 points. Proposers must provide estimated one-time implementation costs and annual recurring costs in 2027 dollars for twelve required technology functions including workforce management platforms, dispatch and communications systems, geofencing, patrol verification, incident reporting, and dashboard reporting capabilities. Innovative Service Delivery Approaches (ISDAs) and Optional Enhancements must be separately priced with five-year net financial benefit calculations. Transition and Mobilization costs must be separately identified and are not scored but may be considered during negotiations.
