About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on exhaust tube assemblies (turbo-to-muffler configuration with bellows, welded construction, and insulation wrap) compatible with Cummins 8.9L L9N 280 engines under IFB No. SD143358, with bids due August 6, 2026 at 1:00 p.m. via email to bids@metro.net. No pre-bid conference or worksite visit is required. The contract is federally funded through the U.S. Department of Transportation and subject to fiscal year funding availability.
The scope requires 130 total units of Metro Item Code 193149 delivered between April and November 2027 to the Central Maintenance Facility at 470 Bauchet Street, Los Angeles, California. Monthly deliveries are scheduled for 17 units April through October and 11 units in November, with first delivery in the last week of April 2027. The supplier must maintain sufficient inventory to fulfill orders within 10 calendar days. Deliveries must occur Monday through Friday between 5:30 a.m. and 2:00 p.m., with advance scheduling required. All goods must be palletized to 46 inches wide by 46 inches long by 42 inches high per Exhibit 21, with individual packing slips bearing the purchase order number. Bidders may request "Approved Equal" substitutions by August 6, 2026 at 1:00 p.m. with prior written LACMTA acceptance required. The contract carries a firm fixed price with zero option periods and completion targeted for May 12, 2027.
LACMTA has not established a Disadvantaged Business Enterprise contract goal due to insufficient DBE availability but encourages DBE participation where feasible. Contractor pre-qualification is required for bids exceeding $500,000 on non-construction contracts, with applications due by the bid deadline. Mandatory insurance includes general liability of $1 million per occurrence and automobile liability of $1 million per accident, plus California statutory workers' compensation. Award will be made to the lowest responsive and responsible bidder on a firm fixed price basis; LACMTA reserves item-by-item or aggregate award discretion. Bidders must submit federal and state compliance certifications including debarment attestations, Buy America certificates, noncollusion affidavits, federal lobbying certifications, ethics declarations, and anti-drug and alcohol misuse program certifications. Payment terms default to NET 30 unless early payment discounts are offered; LACMTA processes payments within 30 days of undisputed invoices, or 15 days for certified DBE or small business enterprise primes. Contact David Ball, Sr. Manager, Equipment Maintenance at (213) 922-5895 for delivery coordination.
