About this file
This is a Bid Letter form from the Los Angeles County Metropolitan Transportation Authority (LACMTA) used for submission of bids in response to Invitations for Bid (IFB). The document serves as the formal bidding instrument through which contractors commit to performing services in accordance with the IFB provisions and the Schedule of Quantities and Prices. Bidders must maintain their bid as a firm offer for a specified number of calendar days following bid opening or until contract execution, whichever occurs first. Upon contract award, bidders are required to execute the contract and submit all necessary supporting documentation, including Certificates of Insurance, Performance Bonds, Payment Bonds, and Alcohol and Drug-Free Workplace Program certifications, within ten calendar days of receiving the Letter of Award. Work on the contracted services shall commence upon receipt of a fully executed contract.
Bidders must submit a bid security deposit equal to ten percent of the total bid price in the form of a certified check, cashier's check in U.S. Dollars, Bid Bond, or a combination thereof. The security deposit will be retained by Metro if the bidder fails to execute the contract or provide required bonds and certificates within the specified timeframe. The bid letter requires certification that the bidder has examined all IFB documents, satisfied itself regarding contract requirements and site conditions, verified that all entities performing services meet specified qualifications, and reviewed bid accuracy. Bidders must identify themselves as MSZ-I or MSZ-II under Metro's Medium-Size Business Enterprise Program or indicate no classification. For work requiring California Department of Industrial Relations (DIR) registration under Labor Code Section 1725.5, bidders must provide their registration number and date.
