About this opportunity

The Massachusetts Executive Office of Economic Development (EOED) is requesting proposals for a commercial-off-the-shelf cloud-based grants management system to replace its legacy platform, with quote submissions due August 21, 2026 at 7:30 PM EST and oral presentations estimated for a date to be determined. This is a single-contractor award under a four-phase evaluation process that allocates at least 25% of total points to Supplier Diversity Plan (SDP) submissions, with all bidders required to commit a minimum 1% of contract sales to certified diverse business enterprises or nonprofits.

The system will serve as a full-lifecycle enterprise platform supporting the Community One Stop for Growth and Business Front Door initiatives across EOED's grant and investment program portfolio. The solution must accommodate 3 internal administrators, 30–150 program staff and reviewers, and 1,000–2,000 external applicants per initiative. Required capabilities span 108 specific functional areas including configurable workflows and approval processes, electronic signatures, integration with Commonwealth systems (Salesforce, MyMass.gov single sign-on, Snowflake, Power BI), RESTful API capabilities, CRM functionality, and AI-assisted application summarization and review tools with human-override capability. All deliverables must comply with Web Content Accessibility Guidelines 2.1 or 2.2 Level A and AA. The contractor must maintain separate development, QA, and production environments with appropriate change management and comply with Commonwealth data security policies and the Enterprise Use and Development of Generative Artificial Intelligence Policy. All personnel must be U.S.-based.

The initial contract term runs from execution through June 30, 2027, with four one-year renewal options available through June 30, 2031. Project kickoff is August 20, 2026; substantial completion is January 8, 2027; and public launch is January 22, 2027. All proposed fees including licenses, hosting, maintenance, and hourly rates must remain fixed for the first five years, with annual increases capped at 3% thereafter. The contractor is responsible for all project management and subcontractor accountability. Deliverables constitute Commonwealth property; the contractor retains intellectual property rights only for pre-existing property. Questions are due August 5, 2026; bid amendments are due August 14, 2026. Apparent successful bidder notification is anticipated by September 4, 2026. All submissions must be made electronically through COMMBUYS only; no calls or emails are permitted.
