About this file

This is a Grants Management Cost Workbook template for the Community One Stop for Growth Grants Management System RFQ issued by the Massachusetts Executive Office of Economic Development (EOED) in May 2026. The workbook serves as the required bidder cost response template and must be completed in its entirety by all vendors submitting proposals. Bidders are required to submit a separate cost narrative not exceeding five pages that explains proposed costs in detail. The cost response documentation must be submitted through COMMBUYS along with the organization's complete bid response. The workbook includes tabs for implementation costs, license descriptions and annual costs, post-implementation costs spanning years one through five with optional years six and seven, and resource hourly rates. All proposed fees, including licenses, hosting, maintenance subscriptions, and time and materials rates, must remain fixed for the first five years of the agreement, with annual increases capped at 3% for subsequent years.

Implementation costs must encompass all RFQ requirements and include professional services categories such as software configuration, customization, system integration, data migration, testing and validation, training, and documentation. EOED expects that license and subscription costs could be waived or heavily discounted during the implementation phase due to limited productive use. For vendors utilizing open market Software Publishers, resellers must provide an all-inclusive price quote with a completed Authorized Reseller Certification Letter, and all cost proposals must include the reseller mark-up, with bidders encouraged to offer mark-ups of less than 5%. Post-implementation annual costs should detail licensing, hosting, managed services, support, and ongoing training expenses. Bidders may propose extended warranty periods beyond standard offerings and should detail these in the cost narrative. Resource hourly rates must be provided as EOED reserves the right to engage the winning bidder for work related to but not specifically described in the RFQ. Bidders are encouraged to propose annual price increase caps lower than the standard 3% threshold.
