EOI Grant Management Integration RFP Amendment Summary

This is an integration requirements amendment for the Massachusetts Executive Office of Economic Development (EOED) Request for Proposals for a cloud-based grant management system. The amendment specifies technical integration requirements between EOED's Expression of Interest (EOI) AI Agent—an upstream applicant intake and eligibility screening tool—and the selected grant management system. The EOI AI Agent collects structured information about opportunities and provides initial eligibility results for potentially relevant funding programs, but does not replace formal application, award, contracting, compliance, or financial management functions. EOED will support two integration approaches: Option 1 provides a secure Model Context Protocol (MCP) interface enabling just-in-time retrieval of finalized EOI information when applicants transition to the grant management system, as well as batch and reconciliation processing; Option 2 allows for conventional API-based integration with event-driven or near-real-time data transfer. The grant management system remains the system of record for formal applications, award decisions, financial workflows, and downstream grant management, with the EOI output serving as an upstream eligibility and intake signal.

The selected vendor must support consumption of finalized EOI information through either the EOED-provided MCP interface or a mutually agreed API integration, implement idempotent processing to prevent duplicate records through consistent application and correlation identifiers, and support agreed field mapping, validation, error handling, and schema versioning. Integration requirements include field categories for application identity, applicant and organization information, structured intake responses, eligibility results, program results, lifecycle and handoff status, and provenance/audit information, with data types specified as strings, enums, timestamps, objects, numbers, booleans, and arrays. The solution must use enterprise security controls with least-privilege access and auditable exchanges, and support data synchronization for retries, recovery, and records not retrieved through applicant handoff processes.

EOI AI Agent and Grant Management System Integration

What is the EOI AI Agent?

The Massachusetts Executive Office of Economic Development (EOED) Expression of Interest (EOI) AI Agent is an applicant-facing early-intake and program-fit experience. It helps a person describe an opportunity, collects structured information, and provides an initial eligibility result for potentially relevant funding programs. The EOI is an upstream funnel: it does not replace the grant management system's formal application, award, contracting, compliance, or financial-management functions.

Why this is included in the procurement EOED intends to integrate the EOI output with the selected grant management system because applicants identified as eligible or potentially eligible are the people most likely to continue into the formal grants process. Carrying forward information they already provided reduces duplicate entry, preserves continuity, shortens the handoff, and makes the next step easier for applicants and program staff. The grant management system remains the system of record for the formal application and the final acceptance or denial decision.

Proposed Integration Pattern EOED will support two integration approaches for transferring finalized EOI information into the selected grant management system.

Option 1 – MCP Integration (Available at Implementation) EOED will provide a secure Model Context Protocol (MCP) interface through which the selected grant management system can retrieve finalized EOI application information.

The MCP integration should support two consumption patterns:

· Just-in-Time Retrieval: When an applicant completes the EOI and selects the link to continue into the grant management system, the grant management system may use the associated secure handoff reference to request that applicant's finalized EOI information through MCP. This enables the grant management system to create or pre-populate the appropriate record at the time of applicant handoff without requiring EOED to push data into the grant management system.

· Batch / Reconciliation: The grant management system may also periodically retrieve finalized EOI records for synchronization, reconciliation, retry, or recovery purposes.

The integration must support idempotent processing so that repeated applicant handoffs, MCP requests, or reconciliation activity do not create duplicate grant records. Application identifiers, handoff/correlation identifiers, timestamps, and schema/version information should be used to maintain continuity between the EOI and grant management system.

Option 2 – API Integration If the selected vendor prefers a conventional API-based integration, EOED will work collaboratively with the vendor to implement a secure API using substantially the same EOI information available through MCP.

The API approach may support event-driven or near-real-time transfer when an EOI is finalized, together with batch processing and reconciliation as appropriate.

Integration Expectations The selected grant management solution should:

· Support consumption of finalized EOI information through the EOED-provided MCP interface or through a mutually agreed API integration.

· Support just-in-time retrieval associated with an applicant handoff into the grant management system.

· Support batch synchronization and reconciliation for retries, recovery, and records not retrieved through the applicant handoff process.

· Prevent duplicate records through idempotent processing and consistent application and correlation identifiers.

· Support agreed field mapping, validation, error handling, acknowledgements where applicable, and schema versioning.

· Use mutually agreed enterprise security controls and least-privilege access with auditable exchanges.

· Treat the EOI result as an upstream eligibility and intake signal. The grant management system remains the system of record for the formal application, award decision, financial workflow, compliance, and downstream grant management.
