About this opportunity
The Nevada State Purchasing Division on behalf of the Governor's Office of Science, Innovation and Technology (OSIT) is requesting proposals for environmental permitting, right-of-way, and historic preservation compliance consulting services to support the Broadband Equity, Access, and Deployment (BEAD) Program, with proposals due August 27, 2026 at 1:00 p.m. Pacific Time. Written questions are due July 29, 2026, with answers posted by August 12, 2026.
The scope encompasses National Environmental Policy Act (NEPA) compliance support, federal and state rights-of-way and easement management across 17 Nevada counties, Section 106 historic preservation consultation, tribal government engagement, and development and maintenance of a real-time permitting progress dashboard with weekly briefings to OSIT leadership. Initial deliverables due within 45–60 days of contract execution include subgrantee onboarding packages for 18 BEAD subgrantees, NEPA compliance plans, geographic segmentation strategies, and a FirstNet Regional Programmatic Environmental Impact Statement evaluation. The contractor must operate the NTIA ESAPPT system on behalf of OSIT and establish a Permitting Roundtable with federal, state, local, and tribal authorities. Ongoing services include monthly NEPA reviews, ESA Section 7 and Clean Water Act Section 404 consultation support, federal and state right-of-way permitting, tribal consultation, and complaint tracking. Minimum qualifications require five years managing NEPA compliance for linear infrastructure projects, demonstrated experience with BLM and BIA rights-of-way processes, Section 106 historic preservation management, and direct tribal engagement. Key personnel must include a Project Director, NEPA Compliance Lead, Federal Permitting Lead, Tribal Engagement Specialist, Historic Preservation Specialist, and State and Local Permitting Lead, each with specified minimum experience.
The initial contract term is four years (expiring November 30, 2030) with one optional one-year renewal. Pricing uses hybrid structure with one-time payments for initial deliverables and monthly time-and-effort billing for ongoing operations at fully loaded hourly rates by staff classification, separate for base and option years. Travel costs are reimbursable at GSA per diem and mileage rates with actual receipts. All work products become OSIT property upon contract completion.
Evaluation weighs technical approach and work plan (30%), firm qualifications and experience (20%), key personnel qualifications (15%), past performance (15%), dashboard and reporting capabilities (5%), and cost (15%). A minimum of three completed reference questionnaires must be received by August 26, 2026 (submitted directly to Annette Morfin at amorfin@admin.nv.gov). Financial stability is scored pass/fail using Dun and Bradstreet ratings.
Notice of intent to award is estimated September 15, 2026; notice of award October 2, 2026; and contract start November 15, 2026. Contractors must maintain Commercial General Liability ($2,000,000 aggregate / $1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with Employers' Liability limits ($100,000 per accident / $500,000 policy limit), and Professional Liability ($1,000,000 per claim / $2,000,000 annual aggregate), with the State named as additional insured.
