About this opportunity

The Great Lakes Water Authority (GLWA) is requesting proposals for engineering project management and inspection staff augmentation, with proposals due August 10, 2026.

GLWA seeks to augment internal capacity with supplemental project management and construction inspection personnel. The scope requires vendors to provide an average of five (5) full-time equivalent project managers to manage GLWA construction and design projects with minimal GLWA supervision, following GLWA protocols and procedures, and an average of two (2) to four (4) full-time equivalent construction inspectors or resident project representatives (RPRs) during construction phases. Vendors must demonstrate sufficient staffing depth to immediately meet peak workload demands and peak construction season needs.

Key deliverables include managing assigned projects to successful completion within established scope, schedule, budget, and performance requirements; performing project management oversight functions including progress tracking, earned value analysis, project documentation maintenance, and required reporting; and coordinating across concurrent GLWA projects and externally managed efforts to ensure seamless integration of work activities, communications, and schedule alignment. Vendors must demonstrate familiarity with industry-standard project controls tools, reporting requirements, and documentation practices.

Performance occurs in Wayne County, Michigan, with administrative oversight by GLWA. No estimated contract value, contract term length, incumbent contractor, specific evaluation criteria weighting, or site-visit date is stated in the source. The proposal deadline is August 10, 2026.
