The procuring entity seeks to contract with an experienced provider capable of delivering primary, urgent, and occupational healthcare services to approximately 2,950 eligible subscribers, including 1,200 active employees, 600 spouses, 960 dependents, and 190 retirees, with all service recipients aged two years and older. Key service deliverables include annual physicals, chronic disease management, acute care, laboratory services, pharmaceutical dispensing, pediatric care, occupational health services, pre-employment physicals, workers' compensation coordination, drug and alcohol testing, and firefighter and law enforcement examinations. The health clinic will operate Monday through Thursday from 7:00 a.m. to 5:30 p.m. and Friday from 8:00 a.m. to 5:00 p.m., with a daily noon to 1:00 p.m. lunch closure. Proposers must demonstrate at least five years of verifiable experience managing and operating at least one health center or clinic for a municipality or governmental entity providing equivalent services and scale, and must provide at least three professional references, with at least one from a governmental entity. The evaluation process follows a two-step approach, with Step One scoring proposals on clarity and completeness (20 points), qualifications and experience of the firm and assigned personnel (40 points), and past performance and reputation (40 points); Step Two, following oral presentations, scores understanding and approach/methodology (40 points), capacity (40 points), and fee and cost structure (20 points). The deadline for submission of questions is April 13, 2026, at 5:00 p.m. (EST), and proposals must be submitted electronically via the City's e-procurement portal by April 20, 2026, at 2:00 p.m. (EST). The contract will be a five-year initial term commencing October 1, 2026, with two optional five-year renewal terms.
The RFP does not identify any set-aside designations or restrictions limiting eligible respondents to specific enterprise categories or disadvantaged business classifications. No incumbent vendors or current contractors are identified in the available procurement documents. The City will provide operating expenses including utilities, telephone access, internet access, and general cleaning services, while the selected vendor must provide all healthcare staffing, including a Florida-licensed physician dedicating no less than 20 hours per week, and must maintain required insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial auto liability ($1,000,000 combined single limit), and professional liability ($1,000,000 per occurrence/$2,000,000 aggregate), with the City named as additional insured on applicable policies. The City prefers a fixed-fee billing structure but remains open to alternative models such as per-employee per-month (PEPM) or flat monthly fees, with all pricing required to be firm for the initial contract term and no additional costs to the City for staff coverage during vacations, training, or unfilled positions. Supplies, equipment, and medications must be provided and billed as pass-through charges with no additional markup. The RFP documentation does not specify a budget range or estimated award value; however, the contract scope encompasses comprehensive primary and occupational healthcare services for a population of approximately 2,950 eligible subscribers over a five-year initial term with potential renewal options extending the engagement to fifteen years, indicating a substantial service contract of significant financial scope.
