About this opportunity

The City of Detroit Office of Contracting & Procurement is soliciting bids for emergency residential demolition at 5467 Moran under RFQ, with proposals due September 24, 2026 at 3:00 p.m. EST and questions due September 24 at 1:00 p.m. EST. Pricing is the sole evaluation criterion; responses are ranked by price only. The outcome is a Purchase Order award.

The scope covers complete demolition of a two-story residential structure, removal of all debris, backfill and grading operations, and site restoration. The property sustained severe storm damage including partial wall collapse, roof collapse into the first-floor elevation, and debris covering public walkways. The BSEED Inspector has recommended emergency demolition due to imminent further structural failure. Pre-demolition activities include utility disconnection verification, neighborhood notification within a 400-foot radius, dust control setup, and safety barrier installation. Demolition must be completed within three calendar days of Notice to Proceed; all debris removed and Open Hole Inspection requested within seven calendar days; backfill and grading with approved grade inspection completed within fourteen calendar days of hole inspection approval; and final site preparation including sidewalk replacement and seeding completed following grade inspection. All Field Supervisors must hold OSHA Lead Awareness Training; at least one operator or laborer per site must hold asbestos awareness training or certification. Backfill materials must meet Michigan Part 201 Residential Cleanup Criteria and be sourced from a Category 2 source approved on the City of Detroit Backfill platform. A fencing plan in PDF format specifying fence installation, gate, and post locations is required.

Contractors must conduct site visits before bid submission and include original date-stamped property photographs combined into a single PDF with their response. Bidders must complete Combined Certificates of Authority, signature pages, income tax and receivables clearance documentation, and submit price sheets and cost sheets in Excel format; ZIP file uploads render bids non-responsive. Contractors are not responsible for permit costs but are liable for $134.00 hydrant re-inspection fees if the hydrant fails. Payment terms are Net 30, FOB delivered, with freight at the seller's account via lowest-cost carrier. Pre-qualified contractors are specifically requested. No pre-proposal conference is scheduled.
