About this file

This is an RFP note prepared by the City of Detroit's Construction & Demolition Department (CDD) for an emergency demolition project at 5467 Moran in Michigan. The project involves the demolition of a two-story commercial building that was found during a storm status inspection to be severely damaged and unsafe, with approximately one-third of the side wall collapsed, roof collapse into the first-floor elevation, debris covering public walkways and right-of-way, and an detached window at risk of falling. The BSEED Inspector recommends emergency demolition due to imminent further collapse. Emergency timelines must be met regardless of whether Frost Laws are in effect. The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform.

The successful vendor will be subject to the "CDD_Abatement and Demolition_Contractor Discipline Policy" effective May 12, 2025. Effective August 1, 2026, the CDD will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present. DWSD will complete inspection and required lead service line removal within five business days, and no changes to the demolition scope or contractor responsibilities are required. Upon receiving the Open Hole Approval notification, CDD will create a demolition issue in Salesforce to automatically notify the contractor that the property has been placed on hold while DWSD verifies and removes lead service lines, pausing the project's term of performance and documenting hold and release dates to ensure accurate tracking of contractor performance and compliance with contractual timelines.

2 Story commercial building Open to elements at side wall and roof Yard not maintained with debris.

Side wall was severely damaged. 1/3 of the wall is collapsed as well as the roof is collapsed into the first-floor elevation. Debris covers the public walk and into the right of way. Window at side is detached and ready to fall. Further collapse is imminent.

Recommend: Emergency Demolition.

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
