About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition at 2971 Seyburn, Detroit, Michigan under an RFQ with responses due October 1, 2026. Only firms pre-qualified by the City of Detroit Office of Contracting and Procurement Non-Proposal Demolition Program are eligible to submit quotes.

The property is a two-story frame family dwelling with structural compromise, including a collapsing side bay window shifted approximately two feet and a deteriorating front dormer presenting imminent collapse risk. The scope requires complete demolition including pre-demolition site preparation, structural demolition, debris removal and disposal, backfill, grading, and site finalization on an emergency timeline regardless of frost law restrictions or weather conditions. Demarcation and sign placement must occur within one calendar day of Notice to Proceed; structure demolition within three calendar days; open hole inspection request within seven calendar days of demolition commencement; backfill and grading within fourteen calendar days of open hole approval; and seeding following final grade approval. Contractors must coordinate with Detroit Water and Sewerage Department for lead service line verification and removal and comply with the City of Detroit Construction & Demolition Department Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Backfill material must source from a City-approved Category 2 source.

Respondents must submit a completed Price Sheet and Professional Rate Schedule in .XLSX format via the Oracle iSupplier Portal, with unit rates for demolition (administration, supervisor, laborer, equipment, trucking, and asbestos/construction-demolition material disposal) and backfill, grading, and site finalization services. All rates must be single mean values with no ranges; blank fields render submissions non-responsive. Contractors must visit the site in person before bidding and provide a date-stamped photograph from that visit. The successful vendor must secure performance and payment bonds equal to 100 percent of the total contract amount within five business days of award. Quotes remain binding for 120 calendar days. Award will be based on lowest responsive and responsible bid price with consideration given to local preferences. The City reserves the right to reject any quote, cancel the RFQ, withhold or rescind award for any reason. Questions must be submitted through the Oracle Supplier Portal no later than two hours before the deadline.
