About this file
This file contains notes for inclusion in a Request for Proposal (RFP) issued by the City of Detroit Construction & Demolition Department (CDD) in partnership with the Detroit Building, Safety Engineering and Demolition Department (BSEED) and the Detroit Water and Sewerage Department (DWSD) for emergency residential demolition services at 2971 Seyburn in Michigan. The project involves emergency demolition of a two-story frame family dwelling that is structurally compromised, with a collapsing side bay window that has shifted approximately two feet and a deteriorating front dormer, both presenting imminent collapse risk. The scope of work requires the awarded vendor to complete demolition activities on an emergency timeline regardless of frost law restrictions, utilize backfill material from a City of Detroit-approved Category 2 source, and coordinate with DWSD for lead service line verification and removal. DWSD has committed to completing water service line inspections and any necessary lead service line removal within five business days of receiving notification that the property is ready for inspection upon BSEED's issuance of Open Hole Approval.
The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, and must comply with all associated performance and conduct requirements. The CDD will track project hold periods and performance timelines through Salesforce documentation, pausing the contractor's term of performance during DWSD lead service line removal activities and resuming upon property release. No changes to the demolition scope of services or contractor responsibilities are required as a result of the DWSD lead service line removal process. Emergency timelines must be met regardless of weather conditions or regulatory restrictions, and all contractors must maintain current approval and compliance status with the City of Detroit's backfill platform throughout project execution.

Notes to Include in the RFP
BSEED Inspector Description: Out on a DB Reinspect, found:
2 Story frame family dwelling.
Open to elements at side dormer and roof.
Yard not maintained with overgrowth.
Side bay window is collapsing onto adjacent dwelling. It has moved approx. two feet at top away from dwelling and side wall is bowed out showing structural damage to studs. The roof is missing above bay window. Also, the front dormer has shifted due to the soffit and roof deteriorating. Further collapse is imminent at both.
Recommend: Emergency demolition.
DFD Fire Occurrence Date: N/A
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
