About this opportunity

Pinellas County School District is soliciting sealed electronic bids for electrical maintenance and repair services, with bids due October 8, 2026 at 4:00 pm via the District's OpenGov e-Procurement Portal, and a mandatory pre-bid conference on September 24, 2026 at 9:00 am at Walter Pownall Service Center in Largo, Florida.

Contractors must hold a Florida-licensed Electrical Contractor (ES) or theatrical stage lighting specialist license and maintain offices within a 50-mile radius of District facilities. All personnel with school access must pass Level 2 background screening and E-Verify employment verification. The awardee must demonstrate five years of operation under the same legal entity and comparable experience with electrical services projects. All subcontractors must meet the same licensing, screening, and compliance requirements.

The scope encompasses installation and maintenance of indoor fixtures, receptacles, distribution and panel boards, underground and overhead wiring, auditorium and theater lighting, parking lot lighting, sports field lighting, control panels, automatic transfer switches, motor control centers, elevator controls, HVAC and mechanical controls, solar systems, and EV charging stations. The contract requires 24/7 emergency response with 30-minute callbacks and two-hour service technician response times. Non-emergency work requires completion within 15 business days with scheduling within 3–5 days. Pricing is structured by hourly labor rates (journeyman electricians and helpers), equipment rental costs (bucket trucks, digger derricks, lifts), and materials markup percentages across five service categories.

The estimated contract value is approximately $400,000 with no guaranteed minimum. The contract term runs November 10, 2026 through November 9, 2027, with two optional one-year renewals and supplemental unilateral extension rights for up to three additional 30-day periods. Original bid prices remain firm for the first contract term; price escalation at renewal periods cannot exceed the prior year's Consumer Price Index for All Urban Consumers. The District reserves the right to award to a maximum of two contractors. Evaluation occurs October 9–13, 2026, with board approval estimated November 10, 2026.

General Liability Insurance ($1 million per occurrence, $2–5 million aggregate), Automotive Liability Insurance ($300,000 combined single limit), and Workers' Compensation Insurance (statutory coverage with $100,000 per accident and $500,000 disease limits) are mandatory. All insurers must maintain a Best's Financial Strength Rating of A-V or better.
