About this opportunity

West Virginia Educational Broadcasting Authority is requesting quotes for elevator maintenance services at two facilities — 600 Capitol Street, Charleston, and 124 Industrial Park Road, Beaver — under ARFQ 0439 EBA2600000003, with quotes due July 21, 2026 at 3:30 p.m. EST. A mandatory pre-bid meeting was held June 25, 2026; vendor questions are due July 9, 2026.

The scope covers preventive and corrective maintenance for hydraulic passenger and traction freight elevators. Preventive maintenance is structured as quarterly services (four times annually), semi-annual services (twice annually), and annual services (once annually), with detailed line items specified in Exhibit A. Annual services include safety checks for both elevator types and a five-year full-load safety check for the traction freight elevator, all conducted in conjunction with an inspection company. Corrective maintenance pricing is based on hourly labor rates for regular time, overtime, and emergency call-out work, with estimated annual volumes of 150 regular hours, 20 overtime hours, and 10 emergency call-out hours. Parts markup is capped at $10,000 annually and third-party subcontractor markup at $5,000 annually.

Bidders must complete the pricing template (Exhibit C) with hourly rates and cost estimates; calculations are automatic if submitted in the provided Excel spreadsheet or must be manually entered if submitted otherwise. The solicitation is structured as an open-end master agreement. Contractor qualifications must include proper licensing, insurance coverage, and demonstrated experience in commercial elevator maintenance.

Two addenda have been issued: Addendum No. 01 (pre-bid sign-in sheet attached) and Addendum No. 02 (effective July 1, 2026), which modified the pricing page. Bidders must acknowledge receipt and incorporate both addenda into their responses. Cecil Dale Malcomb, purchasing administrator, is the primary contact at (304) 254-7858 or dmalcomb@wvpublic.org.
