About this opportunity
Miami-Dade County Department of Transportation and Public Works (DTPW) is seeking proposals for four non-exclusive Professional Services Agreements for planning and engineering services on a work-order basis, with proposals due September 21, 2026 at 2:00 p.m. and a pre-submittal project briefing on August 24, 2026 at 11:00 a.m. in Miami. Proposers must be pre-qualified and technically certified by Miami-Dade County prior to the proposal deadline in Transportation Planning, Civil Engineering, and Engineering Construction Management for prime consultants.
The scope encompasses grants administration, infrastructure planning, multimodal planning, Vision Zero initiatives, freight planning, environmental studies, and public participation coordination. Work is assigned on an as-needed basis through work orders with no minimum amount guaranteed. Selected firms will support DTPW's Project Manager across projects within these service categories.
The estimated contract amount is $15 million per consultant over an initial five-year term with an optional two-year extension. The County will apply a rotational methodology for work-order assignment based on previous work assigned, team capabilities, schedules, location familiarity, and conflict-of-interest considerations. Work products become the County's property; the County reserves the right to re-use deliverables and retain additional consultants for similar services at its sole discretion.
Evaluation uses a two-tier process: First Tier assessment scores experience and qualifications across five criteria (team qualifications, past project experience, performance history, staffing availability, and work-distribution equity) for a maximum of 95 points, with potential Second Tier oral presentations. Federal funding regulations and cost principles under FAR Part 31 govern contract administration and payment. Questions are due August 28, 2026 at 2:00 p.m. Proposals must be submitted electronically through the County's INFORMS system. Respondents bear all proposal-preparation costs.
