About this file
This Addendum No. Two, issued by the Miami-Dade Department of Transportation and Public Works on September 14, 2026, modifies the Notice to Professional Consultant (NTPC) for the Professional Services Agreement for Planning Services project (E23TP11). The primary modification extends the deadline for receipt of proposals from September 21, 2026 at 2:00 p.m. (Local Time) to September 28, 2026 at 2:00 p.m. (Local Time). All other provisions of the original NTPC remain unchanged. The related contract opportunity seeks four non-exclusive Professional Services Agreements for planning and engineering services on a work-order basis, with a pre-submittal project briefing held on August 24, 2026 at 11:00 a.m. in Miami. The scope encompasses grants administration, infrastructure planning, multimodal planning, Vision Zero initiatives, freight planning, environmental studies, and public participation coordination. Questions regarding the opportunity were due August 28, 2026 at 2:00 p.m., and proposals must be submitted electronically through the County's INFORMS system.
The estimated contract amount is $15 million per consultant over an initial five-year term with an optional two-year extension. Work is assigned on an as-needed basis through work orders with no minimum amount guaranteed. Pre-qualified firms must be technically certified by Miami-Dade County in Transportation Planning, Civil Engineering, and Engineering Construction Management. The County will apply a rotational methodology for work-order assignment based on previous work assigned, team capabilities, schedules, location familiarity, and conflict-of-interest considerations. Evaluation uses a two-tier process with First Tier assessment scoring experience and qualifications across five criteria for a maximum of 95 points, with potential Second Tier oral presentations. Federal funding regulations and cost principles under FAR Part 31 govern contract administration and payment. All work products become the County's property, and the County reserves the right to re-use deliverables and retain additional consultants for similar services at its sole discretion. Respondents bear all proposal-preparation costs.
