About this file
This is Addendum No. One to a Notice to Professional Consultants (NTPC) issued by the Miami-Dade County Department of Transportation and Public Works on September 4, 2026, for a Professional Services Agreement for Planning Services under Contract Number E23TP11. The addendum clarifies and modifies requirements for the four non-exclusive Professional Services Agreements on a work-order basis, with a proposal submittal deadline of September 21, 2026, at 2:00 p.m. The scope of work encompasses grants administration, infrastructure planning, multimodal planning, Vision Zero initiatives, freight planning, environmental studies, and public participation coordination. Prime consultants must be pre-qualified and technically certified in Transportation Planning, Civil Engineering, and Engineering Construction Management prior to the proposal deadline. The estimated contract amount is $15 million per consultant over an initial five-year term with an optional two-year extension. Work is assigned on an as-needed basis through work orders with no minimum amount guaranteed, and the County will apply a rotational methodology based on previous work assigned, team capabilities, schedules, location familiarity, and conflict-of-interest considerations.
The addendum addresses 26 numbered questions and answers clarifying proposal submission requirements, including modifications to Section 2.1 regarding the mandatory E-Verify Affidavit for prime consultants and subconsultants. Key clarifications include confirmation that the Criminal Record Affidavit, Sworn Statement on Public Entity Crimes, and Miami-Dade County Buy America Certificate of Compliance are required at proposal submittal; that narratives in response to Criteria 1A through 4A may be allocated unevenly across the four criteria provided the total does not exceed 20 pages; that the 40-hour annual limit on compensable Principal time applies collectively across all prime and subconsultants; and that effective October 3, 2025, the U.S. Department of Transportation suspended all DBE and ACDBE goals, resulting in a 0% DBE goal for this federally-funded solicitation. The project is funded through federal sources governed by FAR Part 31 cost principles and federal FTA regulations. All work products become the County's property, and the County reserves the right to reuse deliverables and retain additional consultants for similar services.

SPD CONTRACT NUMBER: E23TP11
SUBMITTAL DATE: September 21, 2026 CONSULTANT COORDINATOR: Caryn Mautner
This Addendum is issued to clarify and/or modify the previously issued Notice to Professional Consultant (NTPC) and is hereby made part of the NTPC. All requirements of the NTPC not modified herein shall remain in full force and effect as originally set forth. Please be sure to acknowledge receipt of this Addendum in INFORMS.
MODIFICATIONS:
1. Add the following bolded text to Section 2.1, Format and Contents, item m) E-Verify Affidavit:
m) E-Verify Affidavit (Required for Prime and Subconsultants)
QUESTIONS AND ANSWERS:
Q1. The PRIME consultant should demonstrate experience with two (2) previously designed projects with similar scope in their respective categories within the last ten (10) years. Do these projects need to be on SPD Form No 11, or do we put them on EXPERIENCE &
QUALIFICATION / PREFERENCE / REFERENCE FORM?
A1. Form No. 11 has been renamed to EXPERIENCE & QUALIFICATION / PREFERENCE /
REFERENCE FORM.
Q2. Can a subconsultant be on more than one team and how many teams is the maximum?
A2. A subconsultant can be on more than one team and there is no maximum number of teams on which they can serve. However, refer to Section 1.6, Teaming Restrictions, for rules regarding participation as both a prime and subconsultant.
Q3. Do resumes need to be on SF330 forms or can we submit with company resumes?
A3. Resumes must be submitted for assigned personnel listed in the Table of Organization and in compliance with Section 2.1, Format and Contents, item e) Resumes. Form SF330 is not a form used by Miami-Dade County.
Q4. Does the County have a maximum total pages in the submitted proposal?
A4. There is not a maximum total number of pages; however, please refer to the current preferred maximum page limits in Section 2.1, Format and Contents, for items e) Resumes and f) Narratives. We ask that you comply with these limits. The County continues to monitor received proposals for adherence to these preferred maximums in order to keep proposal content succinct and to the point.
Q5. Is e-Verify required during submission of proposal? If so, by prime only or subconsultants as well?
A5. Please see above Modification No. 1.
Q6. In regards to the narrative detailing response to Criterion with preferred maximum of five (5) pages each, or twenty (20) pages total. Can sections be longer then 5 pages with other sections shorter then 5 pages, as long as the total number of pages is still no more then 20 pages?
A6. Yes.
Q7. Can reference projects be for DTPW projects ?
A7. Yes.
Q8. In 2.1 Format and Contents, (f) Narrative detailing response to Criterion 1A, 2A, 3A, and 4A and as described in Section 3.3. Preferred maximum of five (5) pages each, or twenty (20) pages total, the County is evaluating in Criteria 5A Amount of Work Awarded and Paid by the County. Criteria 5 is not included in the Narrative. Does the County want the Prime to include a Table or narrative on the amount of work awarded and paid by the County to both the Prime and subconsultants? Does the County want it included in section (f) - 20 page max), or can this be an additional page(s)?
A8. Criterion 5A, Amount of Work Awarded and Paid by The County is evaluated based solely upon county records. No Dollars Awarded and Paid information should be included in your proposal to address this criterion.
Q9. Just to confirm based on the language in the NTPC, are non-AE subconsultant firms required to fill out the AE Experience & Qualification Preference / Reference Form?
A9. As applicable, if the non-A/E Sub-consultant has performed work on a previous similar project; refer to Section 2.1 Format and Contents, item h) A/E Experience & Qualification / Preference / Reference Form.
Q10. Section 2.1 lists the required proposal contents in a mandatory order, items (a) through (o).
Exhibit "B" of the draft Professional Services Agreement is titled "Affidavits Required at Time of Proposals" and contains the Criminal Record Affidavit and the Sworn Statement on Public Entity Crimes, but neither appears in the Section 2.1 (a)–(o) order.
Please confirm whether these two affidavits are required as part of the proposal submittal.
If so, please indicate where they should be placed within the required order.
Please also confirm whether the Miami-Dade County Buy America Certificate of
Compliance, included in Exhibit "A," is required at time of submittal, as it is not among the four FTA documents listed in Section 2.1(n)
A10. Confirmed. Both the Criminal Record Affidavit and the Sworn Statement on Public Entity
Crimes, as well as the Miami-Dade County Buy America Certificate of Compliance are required to be submitted with the proposal, in addition to the items listed in Section 2.1(a)– (o). Proposers should include all relevant documents contained in Exhibits A and B at the time of proposal submittal, notwithstanding the fact that they are not individually enumerated in the Section 2.1, Format and Contents, list.
Q11. Section 2.1(f) states a preferred maximum of five (5) pages each, or twenty (20) pages total, for the narrative responses to Criteria 1A, 2A, 3A, and 4A.
Please confirm whether section dividers, tab or cover pages, and full-page graphics or exhibits placed within the narrative count toward the twenty-page total, or whether the limit applies only to narrative text pages.
Please also clarify the effect of exceeding the stated maximum — whether a proposal exceeding twenty pages would be evaluated with the excess pages disregarded, scored negatively, or deemed non-responsive.
A11. The preferred maximum number of pages include graphics and exhibits, but not dividers, cover pages and tabs devoid of same. Refer to response A4 above.
Q12. Please confirm which forms from the "State and Federal Requirements" (Certificate
Regarding Debarment, Suspension and Other Responsibility Matters; Lobbying Certification; State for Loan Guarantees and Loan Insurance; Disclosure of Lobbying Activities) are also required from subconsultants.
A12. Please refer to the response A10 above. All documents contained in Exhibit A ("Federal
Requirements and Provisions") and Exhibit B ("Affidavits Required at Time of Proposals") are required at the time of proposal submittal.
Q13. Are tax receipts required from prime and subconsultants?
A13. Copies of tax receipts are not a submittal requirement.
Q14. In Section 2.1 Format and Contents of the NTPC, subsection n) FTA Required Documents it lists four forms that appear to be found in Attachment A of the NTPC. There are additional forms in Attachment A and Attachment B that are not listed in section 2.1, which include Miami-Dade County Buy America Certificate of Compliance, Criminal Record Affidavit, and Sworn Statement Under Section 287.133(3)(a), Florida Statutes, on Public Entity Crimes.
Can you confirm as to whether these other forms are required to be submitted in addition to the ones listed in section 2.1?
A14. Please refer to the responses to A10 and A12 above.
Q15. In Section 2.1 Format and Contents of the NTPC, subsection o) Affidavits Required at Time of Submittal it lists a Collection of Taxes, Fees and Parking Tickets Affidavit. Is there a form associated with this request, or can you elaborate on what is required for this section?
A15. The Collection of Taxes, Fees and Parking Tickets Affidavit requirement is currently administered electronically through your vendor profile with the County rather than through a printed affidavit form.
Q16. On form ARCHITECTURAL AND ENGINEERING EXPERIENCE & QUALIFICATION / PREFERENCE / REFERENCE FORM, can we include an additional page per form with project photos or graphics?
A16. Yes.
Q17. In addition to an Organizational Chart, can we include an A/E Technical Certification
Requirements Matrix for our team?
A17. Yes.
Q18. NTPC Section 1.5 states that USDOT has suspended all DBE goals, while Section 1.31 references tracking compliance with “SBE program measures,” and Exhibit A refers to project-specific DBE, Equal Opportunity, and Affirmative Action Plan requirements. Please confirm there is a 0% DBE goal for this solicitation and clarify exactly which local/federal DBE/SBE provisions, certifications, reporting duties, and flow-down requirements apply to this federally-funded contract.
A18. Section 1.5, Contract Measure(s), governs this issue. Effective October 3, 2025, the U.S.
Department of Transportation (USDOT) issued an Interim Final Rule (IFR) suspending all DBE and ACDBE goals in solicitations until further notice. Accordingly, no DBE goal applies to this solicitation while the IFR remains in effect. Section 1.31, Listing of Subconsultants, via the County’s Web-Based System Business Management Workforce System (BMWS) is still applicable for this project. Please contact the phone number or email listed in that section with additional questions regarding this requirement.
Q19. Section 2.1(m), Section 2.1(n), and Exhibit A present overlapping and sometimes conflicting instructions regarding required forms. Please provide a definitive list identifying each federal form (including the E-Verify Affidavit and Buy America Certificate of Compliance) required from the Prime only versus all Subconsultants. Additionally, please confirm if the provided notarized E-Verify form is required regardless of the anticipated funding source.
A19. All federal FTA forms and affidavits identified in Sections 2.1(m), 2.1(n), and Exhibit A must be completed and signed by the Prime Consultant. This includes the E-Verify Affidavit and the Buy America Certificate of Compliance. The Prime Consultant is responsible for ensuring that all required forms and affidavits are properly executed and submitted, regardless of the anticipated funding source.
Q20. The NTPC (page 2) requires undisputed indirect-cost-rate audits conducted by a federal or state agency for the prime and all subconsultants. However, Draft PSA Sections IV(A)(2) and XII(A) provide for other audit support, including independent Certified Public Accountant audits and FDOT-approved rates. Please confirm the acceptable documentation for the indirect cost rate for the prime and each subconsultant.
A20. Acceptable documentation supporting the indirect cost rate for the Prime Consultant and each subconsultant may vary. Specific direction regarding acceptable documentation will be provided during the negotiations phase. Upon award, the awarded firm will be provided with the County’s approved format and requirements for submitting the applicable federal compliance documentation.
Q21. Draft PSA Sections IV(A) and XII(A)(10) limit compensable Principal time to 40 hours annually unless additional hours are authorized. Please confirm whether this 40-hour limit applies per individual Principal, per firm, per agreement, or cumulatively across all prime and subconsultant Principal time and work orders.
A21. The 40-hour annual limit on compensable Principal time applies collectively across the
Prime Consultant and all subconsultants under the agreement. The 40 hours may be allocated among the Prime Consultant and subconsultants, as applicable, and applies cumulatively across all work orders.
Q22. a) Section 1.3 states that the prime and subconsultants should demonstrate two similar projects, while Section 2.1(h) requires one project per reference form.
Please confirm whether the County expects two reference forms from every prime, A/E subconsultant, and non-A/E subconsultant, or only from firms relied upon to demonstrate the preferred experience and qualifications.
b) Additionally, the provided Reference Form cites Section 1.2 instead of Section 1.3;
please confirm that proposers should submit the form without correcting this citation.
A22. a) Section 1.3 Scope of Services and Terms includes the preferred number of projects for
Prime and subconsultants. It is up to the Proposer to determine the number of project references to include addressing the preferred experience and qualifications in that section.
In addition, refer to response A9 above.
b) Thank you for bringing this up to our attention. The correct reference is Section 1.3 which includes Experience and Qualifications.
Q23. Section 2.1(f) states a preferred maximum of five pages for each narrative response to
Criteria 1A through 4A, or 20 pages total. Please confirm whether proposers may allocate the 20 pages unevenly among the four criteria, provided the combined total does not exceed 20 pages.
A23. Refer to response to Q6 above.
Q24. Section 2.2 states that proposals shall not contain external links. Please confirm if standard internal document navigation links (such as a clickable Table of Contents) or plain-text web addresses for firm contact information are permissible, or if the PDF must be entirely flattened with all hyperlink functionality removed.
A24. Internal document navigation links are permitted. External links (including web addresses) are not.
Q25. For each team member, are two project examples/AE forms required for every applicable technical certification, or only for the scope areas related to that team member’s assigned responsibilities?
A25. Refer to response A22 above.
Q26. Is there a maximum number of project examples that may be submitted using the AE
Project Forms?
A26. The A/E Experience & Qualification / Preference / Reference Form may be submitted more than once per individual team member firm when relevant and applicable to this project.
ALL OTHER PROVISIONS OF THE ORIGINAL “NOTICE TO PROFESSIONAL CONSULTANTS”
REMAIN UNCHANGED.
