About this opportunity
The Indiana Criminal Justice Institute is soliciting proposals to administer the Drug Evaluation and Classification (DEC) Program, including Advanced Roadside Impaired Driving Enforcement (ARIDE), Standardized Field Sobriety Tests (SFST), and Drug Recognition Expert (DRE) training across Indiana, with proposals due August 17, 2026, and a pre-proposal conference on July 30, 2026.
The scope requires delivery of two DRE courses (minimum 20 students each), 30 ARIDE courses (minimum 15 students each), two SFST Instructor Development Courses (minimum 20 students each), three SFST courses at the Indiana Law Enforcement Academy (averaging 150 students per course), five regional SFST course site visits, and one DEC Refresher course (minimum 250 law enforcement officer attendees). The respondent must maintain a minimum of 200 certified DRE officers throughout the contract term. All training materials must be sanctioned by the International Association of Chiefs of Police (IACP), and the respondent must establish and maintain a partnership with the Indiana Law Enforcement Academy. The respondent is responsible for securing facilities, scheduling, coordinating instructors, and covering all logistical and facility costs unless the State approves exceptions in writing. Quarterly fiscal and programmatic reports are required, including training agendas, instructor rosters, attendance records, and course materials. Personnel must include a DEC Program State Coordinator, Agency Coordinator, DRE Instructors, and SFST Instructors with relevant professional experience and ICJI approval. Performance is measured through Key Performance Indicators including on-time delivery, quality standards, and budget adherence.
The contract term is five years from execution with one optional one-year renewal at the State's discretion. Funding derives from federal National Highway Traffic Safety Administration (NHTSA) grants under Section 402 and Section 405. Proposals are evaluated on a 91-point scale: Management Assessment/Quality (50 points), Cost (30 points), Buy Indiana Initiative (5 points), and Indiana Veteran Owned Small Business Subcontractor Commitment (5 points), plus one bonus point. Cost scores are normalized with the lowest-cost proposal receiving 30 points. Written questions are due July 31, 2026, with responses posted by August 6, 2026. Evaluation is targeted for August 18–25, 2026, with proposal discussions and oral presentations the week of September 7, 2026. Award Recommendation is expected in September 2026. Pricing must be firm for 180 days from award and extend to other governmental bodies as defined. Respondents must register with Indiana Department of Administration Procurement Division and comply with Secretary of State registration requirements.
