About this file

This is a cost proposal template for a state and local contract opportunity with an initial five-year contract term. The document provides instructions for respondents to complete a standardized cost proposal spreadsheet that will be used for competitive evaluation. Respondents must populate all blue-shaded cells with pricing information across five contract years, with an optional sixth year that would not be included in the total bid amount. The template requires itemized costs for supplies, equipment, operating expenses, travel, personnel benefits, and consultants or contractors, organized by deliverable component. The total bid amount is automatically calculated by summing annual costs from years one through five and serves as the basis for evaluating cost proposals. All pricing must be all-inclusive with no additional costs accepted by the state after submission.

The cost proposal explicitly prohibits respondents from altering cell formatting or adding caveats to pricing, as doing so may result in disqualification. The instructions emphasize that prices must be submitted for all components and that any items not listed may not be paid. A recommendation embedded in the template suggests requiring respondents to document assumptions for travel costs, including trip counts, destinations, traveler roles, and compliance with state travel policy to minimize cost variances and enable objective comparison among proposals. The template provides separate sections for additional costs associated with specific components, with totals tracked throughout to ensure accurate calculation of the overall contract value.

Instructions
(Initial 5-year Contract Period)
Please populate ALL cells shaded in blue. Please do NOT alter the formatting of the cells or add caveats to your pricing or to the cells -- as this may potentially put your cost score at risk of disqualification. The TOTAL BID AMOUNT will be the sum on which your cost proposal will be evaluated. This amount will be automatically calculated based on the amounts entered for years 1 - 5.
Prices must be submitted for all components. Any items not listed may not be paid.
Listed prices must be all-inclusive. No additional costs will be accepted by the State.
Cost Proposals will be evaluated based on the 5-year initial contract term, or Total Bid Amount.

Comment (Recommendation):

What: Require Respondents to document travel assumptions (trip counts, locations, roles traveling), and to confirm compliance with the State Travel Policy (airfare, lodging, per diem rates) for all priced travel.

Why: Travel is a common variance driver. Documented assumptions and policy alignment limit cost overruns and provide evaluators a basis to compare proposals objectively.

Example, “Travel pricing must comply with the State Travel Policy. Provide assumptions for each year: expected trip count, origin/destination, traveler roles, nights, per diem rate, and airfare assumptions. If travel is not anticipated in a year, enter ‘N/A’ and explain.”
