The New York State Police is requesting bids for DroneSense Software Licenses under IFB C002460, with bids due July 30, 2026 at 3:30 PM EST and bidder questions due July 9, 2026. No set-asides apply — SDVOB, MBE, WBE, and DBE goals are all 0.00%. DroneSense held an identical or substantially similar contract within the past five years.
The scope comprises six software license categories for unmanned aircraft systems operations: Class 1 UAS Licenses (supporting DJI Mavic, Autel, and Parrot mid-range drones); Class 2 UAS Licenses (DJI Matrice 200/300/350/30 series and Autel Max enterprise devices); Class N UAS Licenses for sub-250g systems (DJI Mavic Mini, Avata models); Screen Share Only functionality for non-SDK/non-MAVLink drones; Mobile Streaming and Tracking (MSAT) capability with 1,200 hours of annual streaming video; and DroneSense Support services including initial setup, online training, 24/7 technical support, and software maintenance. Year 1 estimated quantities total approximately 266 licenses across all categories, scaling to 342 by Year 5. The contract term is five years, September 1, 2026 through August 31, 2031, subject to Office of the State Comptroller approval.
Pricing must be firm and fixed per unit for all five years with no escalation, F.O.B. destination and inclusive of all labor, materials, administrative, delivery, and tax costs. Payment is annual based on actual quantities ordered, not upfront or guaranteed minimum volumes. Bidders may propose optional early payment discounts, which will not be considered in award evaluation.
Vendors must be manufacturers or authorized DroneSense dealers; submit a Manufacturer's Certificate; maintain Commercial General Liability Insurance of not less than $2 million; and ensure all vendor personnel with access to NYSP data are U.S. citizens residing in the United States. The system environment must be single-tenant and isolated from other customer instances with multifactor authentication and audit controls. Artificial intelligence functionality is prohibited without written consent. Award will be made to the lowest responsive and responsible bidder on total cost. One mandatory product sample and one complete signed bid package must be submitted.
