About this file

This is a Bid Cost Proposal form for Invitation for Bid C002460 issued by the New York State Police for DroneSense Software Licenses. The solicitation seeks pricing for six software license SKUs across a five-year contract term beginning September 1, 2026, and ending August 31, 2031. The items include Class 1 UAS licenses for enterprise small unmanned aircraft systems (DJI Mavic, Autel, and Parrot models), Class 2 UAS licenses (DJI Matrice 200/300/350/30 series and Autel Max models), Class N UAS licenses for sub-250g systems (DJI Mavic Mini, Avata 1 and 2), Screen Share Only functionality for non-SDK/non-MAVLink drones and cameras, Mobile Streaming and Tracking (MSAT) capability, and DroneSense Support services. Year 1 estimated quantities range from 1 to 106 licenses depending on the SKU, with varying quantities through Year 5. The bidder questions deadline is July 9, 2026, and sealed bids are due by July 23, 2026, at 3:30 PM EST.

Bidders must provide unit pricing in U.S. dollars and cents for each SKU in each contract year, with the total cost inclusive of all associated labor, materials, administrative, ancillary costs, delivery, and applicable taxes and fees. Bidders are encouraged to propose early payment discount terms, though such discounts are not required and will not be considered in determining the winning bidder. No Service-Disabled Veteran-Owned Business (SDVOB), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Disadvantaged Business Enterprise (DBE) contracting goals have been established for this procurement. DroneSense has been identified as a business enterprise that was awarded an identical or substantially similar procurement contract within the past five years.
