About this file

This is a Bid Cost Proposal form for Invitation for Bid (IFB) C002460 issued by the New York State Police for DroneSense Software Licenses. The procurement encompasses six distinct software license categories for unmanned aircraft systems (UAS) operations over a five-year contract period running from September 1, 2026, through August 31, 2031. The requested items include Class 1 UAS Licenses (35, 35, 10, 12, and 14 units across years one through five respectively), Class 2 UAS Licenses (106, 114, 149, 149, and 149 units), Class N UAS Licenses for sub-250g aircraft (99, 153, 153, 153, and 153 units), Screen Share Only licenses (24 units annually), Mobile Streaming and Tracking (MSAT) functionality (1 unit annually), and DroneSense Support services (1 unit annually). Bidders were required to submit questions via email to Contracts@troopers.ny.gov by July 9, 2026, with bids due on July 23, 2026, at 3:30 PM EST.

Bidders must complete the cost proposal by entering unit prices for each item category across all five contract years, with the total cost inclusive of all associated expenses including labor, materials, administrative costs, delivery, taxes, and fees. The form permits bidders to propose optional early payment discounts with specified payment terms; however, such discounts are not required and will not be considered in determining the winning bidder. The solicitation indicates that DroneSense was previously awarded an identical or substantially similar contract within the past five years. No SDVOB, MBE, WBE, or DBE contracting goals have been established for this procurement.
