About this opportunity
San Francisco Public Works is requesting qualifications for as-needed audio/visual, telecom, and security system design services under RFQ Sourcing Event 11966, with proposals due November 2, 2026 at 2:00 PM PST. A mandatory Local Business Enterprise subcontracting participation requirement of 16% applies — met exclusively through San Francisco CMD-certified Small and/or Micro-LBEs. Proposers may earn a rating bonus of up to 10% by meeting specified LBE participation thresholds as a joint venture or certified LBE.
The City anticipates awarding up to four master agreements, each with a not-to-exceed value of $750,000 over a five-year term. Award of a master agreement does not guarantee that selected firms will perform any portion of the services or that the maximum contract amount will be expended. Work is issued through individual Contract Service Orders (CSOs) as needed across a range of City-owned facilities: civic buildings, public safety facilities, recreation centers, healthcare facilities, infrastructure projects, homeless shelters, and correctional facilities.
Prime consultants or lead joint venture partners must demonstrate a minimum of five years of experience performing audio/visual, telecom, data, and security system design services and must have completed at least three relevant projects for government agencies or commercial firms within the last five years. Lead personnel, including project managers and lead engineers/architects, must hold a baccalaureate degree from a nationally accredited institution in physics, architecture, engineering, or a related field and have five years of relevant experience. The selected consultant must perform a minimum of 25 percent of services in-house.
Compensation is time and material with billing rates submitted in a rate schedule; pricing is not an evaluation factor. Contractors must comply with California prevailing wage requirements and submit monthly certified payrolls through LCPtracker. Insurance requirements include $1,000,000 commercial general liability, $1,000,000 commercial automobile liability, statutory workers' compensation, and $1,000,000 professional liability. Questions are due October 1, 2026 at 4:00 PM PDT directed to Don Sy at DPW-ProContracts@sfdpw.org. No pre-proposal conference will be held; oral interviews may be conducted in March 2027. Award is anticipated in March 2027.
