About this file
This is a Request for Qualifications (RFQ) issued by the San Francisco Public Works Department, a department of the City and County of San Francisco, seeking qualified consultants and joint venture firms to provide as-needed audio/visual, telecom, and security system design services. The services will support the Project Design and Development Division and may encompass a wide range of City-owned facilities including civic buildings, libraries, cultural centers, public safety facilities, recreation facilities, healthcare facilities, infrastructure projects, homeless shelters, and correctional facilities. The RFQ does not specify an item quantity as this is an as-needed master agreement contract. Proposers must submit complete proposals through the SF City Partner Website by 2:00 PM Pacific Time on November 2, 2026, which is the submission deadline. Questions must be submitted by 4:00 PM Pacific Time on October 1, 2026, to the Contract Administrator, Don Sy, at DPW-ProContracts@sfdpw.org. No pre-proposal conference will be conducted. The City anticipates awarding up to four master agreements, each with a not-to-exceed value of $750,000 over a five-year term, though the City reserves the right to adjust the number of contracts awarded.
The City requires an LBE subcontracting participation rate of 16%, which must be met exclusively with San Francisco CMD-certified Small and/or Micro-LBEs. Proposers must submit all required documentation in searchable Adobe PDF format, including a Minimum Qualifications Reference Form, a proposal, a billing rate schedule, contract forms, and CMD forms. Since this is an as-needed contract, award of a master agreement does not guarantee that selected firms will perform any portion of the services or that the maximum contract amount will be expended. The contract currency is in US dollars, and bids in other currencies are not permitted. This solicitation was issued on September 17, 2026, with the RFQ documents available for download at no cost through the SF City Partner Website, and notices regarding addenda will also be posted on that platform.
