About this opportunity
The San Francisco Department of Public Health is requesting proposals for program administration and staffing services for getSFcba, a CDC-funded HIV Prevention Capacity Building Assistance program, with proposals due August 13, 2026 at 2:00 PM PT and a pre-proposal conference on July 23, 2026.
The scope encompasses financial management and reporting, performance and quality management, subcontracting oversight, and staffing to deliver technical assistance nationally to health departments, community-based organizations, and HIV prevention partners. The work is funded by the Centers for Disease Control and Prevention under Funding Opportunity Announcement PS 24-0020, component D. Proposers must demonstrate at least three years of cumulative experience managing grant funds, overseeing subcontractors, and ensuring public sector compliance, plus capacity to designate a dedicated project manager.
The estimated contract value exceeds $400,000 but does not exceed $10 million, with an initial two-year term and eight one-year extension options at the City's sole discretion. Compensation is cost-reimbursable for actual, allowable, and reasonable costs with an indirect rate fixed at 8% for the grant's lifecycle. The contract commences April 1, 2027. Local Business Enterprise subcontracting participation requirements have been waived, though proposers may receive LBE rating bonuses of up to 10% for Micro or Small-LBE primes and 5% for SBA-LBE participation.
Evaluation is based on firm qualifications and experience (25 points), staff qualifications (20 points), demonstrated understanding of scope (35 points), and cost proposal (20 points). Proposals must not exceed 25 pages excluding cover letters, mandatory forms, and cost proposals, and must be submitted through the San Francisco City Partner site in three separate electronic files: technical proposal, forms and qualifications documentation, and cost proposal in Excel format.
San Francisco labor compliance requirements apply: Minimum Compensation Ordinance ($21.54–$23.00 per hour depending on entity type and effective date), Health Care Accountability Ordinance (health plan or $7.50 per hour payment), and First Source Hiring Program workforce documentation. Proposers must complete Contact Information Cover Sheet (Attachment A), Non-Collusion Affidavit (Attachment B), Reference Form (Attachment C, up to six references), Chapter 12L Compliance form (if nonprofit receiving $1 million or more annually in City funds), MCO Declaration (Attachment F), HCAO Declaration (Attachment G), First Source Workforce Projection Form (Attachment H), CMD LBE Form 2A (Attachment E), and Cost Proposal form (Attachment I). Questions are due July 30, 2026 at 5:00 PM PT; Q&A addendum posts August 6, 2026. Award is estimated September 2026, with Health Commission presentation potentially in March 2027.
