About this file
This is a Cost Proposal Form for the San Francisco Department of Public Health's HIV Prevention Capacity Building Assistance Program Administration Services, issued under RFP SFGOV-0000011811. The City is soliciting proposals from qualified firms to provide program administration and staffing services for the getSFcba program, which is funded by the Centers for Disease Control and Prevention under Funding Opportunity Announcement PS 24-0020, component D. The RFP was published on July 10, 2026, with a pre-proposal conference scheduled for July 23, 2026. The deadline for submitting questions is July 30, 2026 at 5:00 PM PT, with a Question and Answer Addendum estimated to be posted on August 6, 2026. Proposals are due on August 13, 2026 at 2:00 PM PT. The City anticipates announcing the award in September 2026, followed by a Health Commission presentation in March 2027, with an estimated contract start date of April 1, 2027.
Cost proposals will be evaluated based on the proposed indirect rate, which must not exceed 8 percent and should be consistent with the rate under the current grant award. The indirect rate represents the ratio of an organization's indirect costs to direct costs, where direct costs support program staff, salaries, subcontractors, program operating activities, fiscal reporting, and program administration computer system costs. The total program budget allocated is $2,690,000, with the example demonstrating that an 8 percent indirect rate would result in $2,474,800 in program costs and a $215,200 administrative fee. The proposer offering the lowest indirect rate will receive the full 20 points for the cost proposal evaluation, while all other proposals will receive a prorated score based on a specified formula. Unless otherwise agreed by the City, the proposed scope of work and indirect rate will be included in the resulting contract, with the indirect rate remaining fixed for the first year of the contract term.
