About this file
This is a Cost Proposal Form for the City and County of San Francisco's Request for Proposals (SFGOV-0000011811) regarding Human Immunodeficiency Virus (HIV) Prevention Capacity Building Assistance Program Administration Services. The document establishes the framework for proposers to submit their indirect rate calculations as part of their cost proposals. Proposers must complete the designated yellow cells on the form to submit their organization name and proposed indirect rate percentage. The proposed indirect rate will support the scope of work outlined in the RFP, including program administration staff salaries, fiscal reporting, program administration computer system costs, and other expenses necessary for overall organization operations.
The indirect rate must not exceed 8 percent and must be consistent with the rate under the current grant award. The proposed indirect rate represents the ratio of an organization's indirect costs to its direct costs, where direct costs are defined as program budget expenses supporting program staff, subcontractors, and program operating activities. Using the Department's allocated total program budget of $2,690,000 as an example, an 8 percent indirect rate would result in $2,474,800 in program costs and $215,200 in administrative fees. Scoring is based on the indirect rate submission, with the proposer offering the lowest indirect rate receiving the full 20 points for the cost proposal, while all other proposals receive a prorated score calculated using the formula: (Lowest Indirect Rate ÷ Proposal Cost) × 20 points. Unless otherwise agreed by the City, the proposed indirect rate will be fixed for the first year of the contract term.
