About this opportunity
The Illinois Department of Human Services is soliciting bids for a Medical Director at Chester Mental Health Center in Chester, Illinois, with proposals due August 11, 2026. The position requires an Illinois-licensed physician with American Board of Medical Specialties Certification (or equivalent) in Psychiatry and a minimum of three years of substantive medical administrative experience directing, planning, and evaluating medical or clinical programs.
The Medical Director will operate under the Chester Mental Health Center Hospital Administrator, supervising medical staff, maintaining clinical care quality, and developing policies and procedures related to care standards, medical ethics, and regulatory compliance. Routine work is 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m., though the Center reserves scheduling authority. The selected candidate must be available to start within 21 calendar days of Notice of Award.
The contract has an initial term from execution through June 30, 2029, with two renewal options: July 1, 2029 through June 30, 2030, and July 1, 2030 through June 30, 2031. Compensation is an all-inclusive hourly rate, firm for the contract duration. The Medical Director engages as an independent contractor, not an employee, and must provide malpractice insurance, transportation, lodging, and healthcare coverage at their own cost, all incorporated into the hourly rate. DHS will not reimburse travel, lodging, or meal expenses. The contract is contingent on appropriation of funds and subject to termination for convenience with 30 days' written notice or immediately for cause.
Performance monitoring occurs quarterly through Governing Board oversight, assessing clinical interventions, regulatory readiness, staff performance, and overtime management. The Medical Director must comply with HIPAA and maintain strict confidentiality of patient records, submitting invoices to Chester Mental Health Center Business Office weekly.
Questions are due by 5:00 p.m. on July 31, 2026. Award will be made to the responsive and responsible bidder with the lowest quote. Bids must remain firm for 90 days from opening. Contracts valued at $1,000 or more are subject to a $15 Minority Contractor Opportunity Initiative fee deducted from the first payment.
