About this opportunity

The Pennsylvania Department of Transportation is requesting proposals for a Digital Video Network service to deploy flat-screen televisions across 103 Driver License Centers and Photo License Centers statewide, with proposals due October 1, 2026 at 3:00 PM EDT, subject to mandatory Small Diverse Business (SDB) participation of 14% and Veteran Business Enterprise (VBE) participation of 3%, with bidders required to meet these goals in full or obtain approved Good Faith Efforts waivers or face bid rejection.

The scope encompasses all hardware, software, programming, networking, and content delivery for targeted, engaging, and customized content displayed on networked flat-screen televisions across the state's driver licensing and photo licensing centers. The vendor must complete a single pilot-site installation within six months of Notice to Proceed—including site analysis, equipment installation, and a 30-minute video program—followed by a six-week evaluation period and, if successful, submission of a statewide rollout plan to all remaining centers. Content must include real-time traffic, weather, Amber Alerts, and public service messages in multiple languages, with PennDOT approval required 30 days prior to airing. The vendor is responsible for equipment de-installation and removal at contract end. The solution must be currently operational in at least one similarly-sized state government jurisdiction. Digital accessibility compliance is mandatory, including PDAA Assessments, VPAT Accessibility Conformance Reports, closed captioning, and staffing with four designated IAAP certifications (CPACC, WAS, CPWA, ADS) within one year. The vendor must provide system support from 8:00 AM to 5:00 PM Eastern Time with 24-hour incident response; monthly revenue reporting; and comprehensive Disaster Recovery and Emergency Preparedness plans within 60 days of purchase order issuance.

The contract term is two years from the Effective Date with up to three additional one-year renewal options at the Commonwealth's discretion, and up to three additional months of extension. This is a no-fee contract permitting the vendor to incorporate advertising to offset costs, subject to PennDOT review and approval. The Commonwealth pays through invoice within 30 days after purchase order issuance. The selected offeror must self-perform at least 50% of total contract value. Evaluation criteria are Technical (65% weight), Cost (35% weight), and Domestic Workforce Utilization (up to 3% bonus points); proposals must achieve a technical score of at least 75% of available points to be deemed responsible. A mandatory pre-proposal conference is scheduled for September 14, 2026 at 2:00 PM via Microsoft Teams. The contractor must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability ($500,000/$2,000,000), Professional Liability/Errors and Omissions ($2,000,000), Network/Cyber Liability ($3,000,000), and Completed Operations ($2,000,000). Minimum wage of $15.00 per hour (adjusted annually) applies to employees directly performing contracted services exceeding 20% of weekly time. All developed works are assigned to the Commonwealth as works made for hire; vendors are prohibited from using Commonwealth data to train artificial intelligence models without explicit written approval and must provide human review of all AI-generated content.
