About this file

This is an SDB/VBE Goal Information Session document issued by the Commonwealth of Pennsylvania's Department of General Services (DGS) for solicitation 3524R14, which concerns PennDOT's Digital Video Network project. The project seeks a vendor to provide targeted, engaging, and customized content via a Digital Video Network of flat-screen TVs installed in License & Photo centers to improve customer experience. The document serves as an information guide for bidders and offerors on participation requirements, supplier classifications, submittal procedures, and compliance obligations. Mark Snyder (msnyder@pa.gov) serves as the issuing officer. The presentation materials detail the DGS Supplier Search database functionality, which allows bidders to identify certified Small Businesses (SBs), Small Diverse Businesses (SDBs), and Veteran Business Enterprises (VBEs) available to perform work on the contract.

The solicitation establishes mandatory participation goals of 14 percent for SDBs and 3 percent for VBEs. Bidders must meet these goals in full or obtain an approved Good Faith Efforts (GFE) waiver for any unmet portions; failure to do so will result in bid rejection as nonresponsive. Eligible SDB classifications include Disability-Owned Business Enterprises, Minority Business Enterprises, LGBT Business Enterprises, Service-Disabled Veteran Business Enterprises, and Woman Business Enterprises. Small Businesses must be independently owned, for-profit entities with no more than 100 full-time equivalent employees and three-year average gross revenues not exceeding $47 million. Bidders may self-perform as a DGS-verified SDB/VBE prime, identify separate SDB and VBE subcontractors, or use a dually-verified vendor. All submittal packets must include completed SDB-2/3 and VBE-2/3 forms, Letters of Commitment, and utilization schedules. Prompt payment terms require bidders to pay SDB/VBE subcontractors within ten days of receipt of payment from the Commonwealth. The Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) provides support at 717-783-3119 or GS-BDISBO@pa.gov.

Guidance to Document GFE SDB/VBE-4

The ability or desire of a prime contractor to perform the work of a contract with its own organization does not relieve the Offeror of the responsibility to make Good Faith Efforts to meet the stated participation goal.

When seeking a Partial or Full GFE Waiver, Prime must complete all components of the GFE paperwork. Details/Evidence are important, proof is required.

Carefully review SDB and VBE submittal Instructions, specifically Section VI of SDB/VBE-1 which lists pertinent items as Fatal errors.
