About this opportunity

The City of Portland, Oregon Bureau of Emergency Management is requesting proposals for on-call Debris Management Removal Services under RFP 00002531, with proposals due June 27, 2025, and an optional pre-proposal meeting on June 5, 2025. Addendum 3, issued after the initial June 20 due date and requiring acknowledgment by December 11, 2025, removed Corporate Responsibility from Phase 1 evaluation criteria per Executive Order EO-2025-01.

The scope includes a FEMA-compliant Debris Management Plan due within six months of award, on-call disaster debris removal services with qualified personnel and equipment registry, an Automated Debris Management System (ADMS), debris management training for city staff and contractors, and documentation systems supporting federal cost reimbursement. The contract is structured as a five-year Price Agreement with individual project needs addressed through separate Task Orders defining scope, schedule, and compensation. Oregon prevailing wage law applies. Proposers must submit itemized pricing for labor, equipment, and pass-through costs (tipping fees pre-approved in task orders and subject to FEMA audit); ADMS costs must be fully burdened into debris monitoring position hourly rates. Annual price increases based on the Consumer Price Index are permitted.

Phase 1 evaluation (written scoring with short-listing) weighs Response to City's Scope of Work (20%), Proposer Capabilities (20%), Project Team (20%), Project Approach (20%), and additional points for Oregon COBID Certification and aspirational 20% subcontracting utilization (3% bonus), Workforce Diversity and Community Involvement (3%), and Sustainable Business Practices (5%). Phase 2 interviews add 100 points. General qualifications required include proven experience in debris removal, debris site management, disaster recovery operations, municipal or state government work, and automated debris removal vehicle and equipment registries.

The Proposer Information Form, PTE COBID Participation Disclosure Form, Sample Contract Exceptions and Deviations Form, and Redaction Summary Form are mandatory submissions. The City's sample contract requires commercial general liability ($2 million per occurrence), automobile liability ($2 million per accident), professional liability ($1 million per occurrence / $3 million aggregate), and workers' compensation insurance. Five proposals were received; Ceres Environmental Services, Inc. (Cameron Park, California) was selected for negotiation as of January 12, 2026. Protests are due within seven calendar days to Tristan Sakamoto, Senior Procurement Specialist.
