About this opportunity
The Rhode Island Department of Children, Youth and Families (DCYF) is requesting proposals for comprehensive Youth Development Support (YDS) Services to assist youth in transitioning into adulthood, with proposals due July 30, 2026 at 11:00 a.m. EDT.
Vendors must register in Ocean State Procures and possess all required licenses and state and federal compliance certifications. ISBE (Minority Business Enterprise, Women Business Enterprise, and Disability Business Enterprise) participation is evaluated, and ISBE vendors or non-ISBE vendors with ISBE subcontractors must submit participation plans and achieve proposed rates throughout contract performance.
The scope encompasses a comprehensive array of youth development services supporting successful transitions to adulthood. The initial contract period begins approximately September 1, 2026, for one year, with an option to renew for up to four additional 12-month periods contingent on vendor performance and fund availability. Contract awards are contingent upon appropriation of funds, and extensions beyond June 30 are subject to fund availability.
Vendors must carry comprehensive insurance: general liability of $1,000,000, workers compensation of $100,000, professional liability of $2,000,000, technology errors and omissions of $5,000,000, and cyber/privacy liability of $5,000,000 minimum, among other coverages. A contract administrative fee of 0.33 percent of annual contract value will be withheld from vendor invoices.
Proposals are evaluated on technical merit, cost, and ISBE participation rates. The vendor with the lowest cost receives 100 percent of available cost points, with other vendors scored proportionally. Questions are due July 9, 2026 at 2:00 p.m. EDT. All submissions must be made electronically through Ocean State Procures; mailed, faxed, emailed, or hand-delivered submissions will not be accepted. Vendors must complete a Supplemental Bidder Attestation Form and ISBE Participation Plan Form as part of their submission.
