About this file

This is a Cost Proposal Template for Youth Development Support Services submitted to the Rhode Island Department of Children, Youth and Families (DCYF). The template is formula-driven and structured to accommodate a base year plus two optional renewal years, requiring vendors to complete comprehensive cost proposals across five main cost elements: Labor, Materials & Program Supplies, Other Direct Costs (ODCs), and Indirect Costs. The initial contract period begins approximately September 1, 2026, for one year, with options to renew for up to four additional 12-month periods contingent on vendor performance and fund availability. Proposals are due July 30, 2026, at 11:00 a.m. EDT, with questions due by July 9, 2026, at 2:00 p.m. EDT. All submissions must be made electronically through Ocean State Procures; no mailed, faxed, emailed, or hand-delivered submissions are accepted. Vendors must register in Ocean State Procures and possess all required state and federal compliance certifications.

The Cost Proposal Template requires vendors to provide detailed cost assumptions and methodologies for labor categories (including base hourly wages, fringe benefits, overhead, and G&A percentages), materials and program supplies with material handling costs, direct program expenses such as transportation and youth supports, and indirect organizational support costs with clearly defined allocation bases and rates. All proposed costs must be reasonable, necessary, allocable, and directly related to services described in the RFP. The Cost Summary tab automatically consolidates totals from supporting worksheets and serves as the official cost proposal summary. A contract administrative fee of 0.33 percent of annual contract value will be withheld from vendor invoices. Vendors must also complete a Budget Narrative explaining cost assumptions, methodologies, rate explanations, and justifications of reasonableness, along with a Budget Crosswalk linking proposed resources to RFP service areas including positive youth development, life skills education, workforce development, housing stability, health and behavioral health supports, and teen parent supports. Vendors must submit a Supplemental Bidder Attestation Form and ISBE Participation Plan Form, with ISBE participation evaluated and minimum required rates to be maintained throughout contract performance.
