About this opportunity

Broward County Transportation Department is soliciting proposals for consulting services supporting its Bus Rapid Transit (BRT) Program under the Consultants' Competitive Negotiation Act, with proposals due July 17, 2026, and a pre-proposal conference held June 4, 2026. The County intends to award contracts to up to three qualified firms and has issued Addendum No. 1 revising FDOT Prequalification category requirements to include Planning Type of Work classifications (Policy Planning, Systems Planning, Subarea/Corridor Planning, Land Planning/Engineering, and Transportation Statistics) and Acquisition Business Damage Estimating and Estimate Review.

A significant conflict-of-interest restriction applies: successful consultants and their subconsultants are prohibited from competing for subsequent County procurements that directly result from or substantially rely upon the consultant's deliverables, recommendations, or specifications prepared under this contract, unless the future work is wholly unrelated to the original scope or performed by unrelated subconsultants.

The BRT Program spans six corridors totaling approximately 76 miles as part of the County's Premium Mobility (PREMO) Program. Consultants will provide professional, technical, and project management expertise across planning, environmental analysis, design and engineering, construction management, procurement support, regulatory coordination, and operations support. Services will be assigned through individual Work Authorizations, with work performance from 2030 through 2036. Consultants must maintain alignment with program management standards established by the County's separately retained Program Management Consultant, including specified Work Breakdown Structure and Cost Breakdown Structure in P6 scheduling, monthly progress updates, and integration with program-wide risk registers and executive reporting dashboards. Key personnel must include a Project Director, Project Manager, Construction Manager, Planning/Environmental Manager, and Systems Engineer; certain positions require Florida Professional Engineer licensure or equivalent certifications. Consultants must demonstrate comprehensive experience with complex BRT and transit projects, FDOT project development processes, FTA environmental clearance procedures, and federal, state, and local regulatory frameworks.

Evaluation spans 100 points across six criteria: professional personnel ability (25 points), project approach (33 points), past performance (30 points), vendor workload (5 points), location (5 points), and willingness to meet time and budget requirements (2 points). Vendors must provide a minimum of three project references. The total estimated budget for the initial five-year term is $30 million, distributed among awarded consultants based on work assigned by the County. Work is performed in Broward County with administrative oversight at the County Transportation Department. Funding sources include County Surtax (30-year transportation surtax), state funds from Florida Department of Transportation, and Federal Transit Administration requirements. Broward County is designated as additional insured on all required policies. Professional liability (Errors & Omissions) insurance must be maintained at $2 million per claim with a maximum deductible of $100,000. Local preference under Broward County Code Section 1-74 applies to vendors maintaining a physical business address within Broward County for at least one year preceding the bid posting date; if a non-local vendor ranks highest and one or more local businesses are within five percent of that vendor's total points, the highest ranked local business becomes the deemed highest ranked vendor. A Cone of Silence Ordinance restricts all communications relating to the solicitation among vendors, County staff, and Commissioner offices once the solicitation is advertised until award or solicitation conclusion.

Scope of Work: The Broward County Transportation Department (BCT) is seeking qualified firms to provide consulting services in support of its Bus Rapid Transit (BRT) Program. The BRT Program is part of BCT's Premium Mobility (PREMO) Program and includes six corridors totaling approximately 76 miles. The County intends to award contracts to up to three (3) firms to support BCT staff with professional, technical, and project management expertise necessary to advance BRT capital projects through planning, design, procurement, construction, and implementation. Solicitation Provisions/Requirements: (Vendor is cautioned that this is a summary only and the full solicitation must be reviewed). - Consultants' Competitive Negotiation Act (CCNA) (Section 287.055, Florida Statutes) - County Surtax Funding - County/State License Requirements - FTA Requirements Office of Economic and Small Business Development Requirements: Not applicable to this solicitation. Conflict of Interest: Work performed by the successful Consultant may be incorporated in subsequent procurements by the County for future implementation. To avoid any actual or appearance of conflict, the successful Consultant (and any subconsultants used by Consultant) may not be eligible to compete for such future services for the County (either as prime or subconsultant) to the extent such services result directly from the Consultant's deliverables, recommendations, or specifications prepared under this solicitation. Services will be deemed to "result directly" if they substantially rely upon or implement the Consultant's work product. However, this prohibition will not apply to services or any other work unrelated to the scope of services of this solicitation or to subconsultants whose work performed for the Consultant's team is wholly unrelated to a proposed scope of services in a subsequent procurement incorporating other work performed by the Consultant in this solicitation, or to subconsultants whose services were administrative, clerical, or otherwise wholly unrelated technical support. The County reserves the right to review for a potential conflict on a case-by-case basis. Conflicts cannot be identified without a specific identified deliverable that will result in a subsequent scope of work. Additionally, a fact specific scenario would need to be evaluated at the time of preparing a prospective solicitation in order to determine if a conflict exists. In accordance with the foregoing, any individual or consultant or subconsultant entity that performed work to develop this solicitation or will perform work to assist in the evaluation of bids received in response to the solicitation, is precluded from performing any services or any other work outlined in this solicitation, either as a prime or subconsultant. This prohibition may also extend to individuals who materially participated in the preparation of deliverables if their participation in a future solicitation would create an appearance of unfair competitive advantage, as determined by the County on a case-by-case basis. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the solicitation requirements. All questions or clarification inquiries must be submitted through BPRO by the Questions due date. The County will respond to questions in BPRO (Messages section). Submittals: Vendor MUST submit its solicitation response electronically through BPRO and receive a Submission Receipt. It is solely the Vendor's responsibility to ensure its response is submitted and received through BPRO by the closing date and time. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit in advance of the closing date and time. Refer to the Purchasing Division website or contact [support@gobonfire.com](support@gobonfire.com) for submittal instructions. In the event that the Vendor is having difficulty submitting a document, immediately notify the Purchasing Agent and then contact [support@gobonfire.com](support@gobonfire.com) for technical assistance.
