About this file
This Scope of Services document outlines consulting services required by the Broward County Transportation Department (BCT) for its Bus Rapid Transit (BRT) Program, part of the broader Premium Mobility (PREMO) Program. BCT intends to award contracts to up to three qualified consulting firms to provide professional and technical personnel and services across multiple project phases including planning, environmental analysis, design and engineering, construction management, procurement support, regulatory coordination, and operations support. The six BRT corridors total approximately 76 miles and span service dates from 2030 through 2036, with individual routes ranging from 5.5 to 16 miles in length. Work will be assigned through individual Work Authorizations negotiated between the County and each consultant, allowing flexibility in scope definition. Services encompass planning and environmental analysis, design and engineering, utility coordination, construction engineering and inspection, owner's representative services, regulatory and stakeholder coordination, right-of-way assistance, rolling stock specifications, systems testing and commissioning, grant application support, public involvement activities, project management, quality assurance, and safety and security support.
Consultant personnel must demonstrate comprehensive experience with complex BRT and transit projects, including design and engineering expertise, FDOT project development processes, FTA environmental clearance procedures, and knowledge of applicable federal, state, and local regulations. The consultant must maintain alignment with program management standards and procedures established by BCT's separately retained Program Management Consultant, including use of specified Work Breakdown Structure and Cost Breakdown Structure in P6 scheduling, monthly progress updates, and integration with program-wide risk registers and executive reporting dashboards. Key personnel must include professionals such as a Project Director, Project Manager, Construction Manager, Planning/Environmental Manager, Systems Engineer, and other specialized roles, with certain positions requiring Florida Professional Engineer licensure or equivalent certifications. Work product and deliverables generated by the consultant may be incorporated into subsequent County procurements without additional compensation, and the County reserves the right to restrict consultant participation in future solicitations to avoid conflicts of interest. The contract is funded in part through a 30-year Transportation Surtax, and all services must comply with applicable Broward County Code, Florida Statutes, FDOT guidelines, FTA requirements, and industry standards established by organizations such as the American Public Transportation Association.

2.2 Consultant will be required to provide both project management and technical support services for a large transit project and capital project implementation. Consultant must provide personnel resources to BCT as County deems necessary and appropriate to perform the Services required by each Work Authorization throughout the entire Term of the Agreement, with such personnel having a detailed understanding and proven
Figure 1 PREMO Approved Network industry experience navigating the unique management, engineering, and construction challenges for BRT and transit facilities projects. Specific personnel resources required for Services will be detailed in each Work Authorization.
2.3 Work Authorizations may require Consultant to coordinate with federal, state, and local regulatory agencies, along with other stakeholders (including but not limited to the Florida Department of Transportation (FDOT), the Broward Metropolitan Planning Organization (BMPO), and County departments that have an interest or are participants in the BRT Project).
2.4 Award of the Agreement to Consultant and other consultants does not limit County’s ability to procure the same or similar Services outlined in this Scope of Services from other vendors or consultants or from completing all or part of the Services with County’s own employees. Nothing in the Agreement or this Scope of Services constitutes a guarantee of any quantity or value of Work Authorizations to Consultant.
2.5 Services performed by Consultant and the work product generated therefrom may be incorporated in subsequent procurements by County for the BRT Projects and other County projects without additional compensation to Consultant. To avoid any actual or appearance of conflict, County may restrict or prohibit Consultant (and applicable Subcontractors) from participation, as a prime or subconsultant, in future solicitations based on Services performed under this Agreement. County may review for potential conflicts on a case-by-case basis and may elect to waive such conflicts if permitted by Applicable Law and in County’s sole discretion.
2.6 County procures contracts in a fair, open, and competitive manner. Additionally, Consultant must be free of conflicting professional or personal interests associated with the Services performed under the Agreement. County reserves the right to review all potential conflicts of interest on a case-by-case basis.
3. QUALIFICATIONS
Consultant’s personnel performing Services shall be qualified and experienced to perform the Services described in this Scope of Services and in the applicable Work Authorizations. The following qualifications reflect the minimum capabilities expected for successful performance:
