About this file
This is a surtax-funded agreement terms attachment document issued by Broward County, Florida, applicable to consulting services for the Bus Rapid Transit (BRT) Program. Broward County Transportation Department (BCT) is seeking qualified firms to provide consulting services supporting its Bus Rapid Transit Program, which is part of the Premium Mobility (PREMO) Program and encompasses six corridors totaling approximately 76 miles. The County intends to award contracts to up to three firms to provide professional, technical, and project management expertise necessary to advance BRT capital projects through planning, design, procurement, construction, and implementation phases. The solicitation is conducted under the Consultants' Competitive Negotiation Act (CCNA) pursuant to Section 287.055, Florida Statutes, and requires compliance with County and State licensing requirements and FTA requirements.
Funding for this Agreement/Contract is provided exclusively through proceeds of the Broward County transportation surtax levied pursuant to Section 212.055(1), Florida Statutes, and may only be utilized for purposes permitted under that statute. Continuation of the agreement beyond any Broward County fiscal year (October 1 through September 30) is subject to appropriation and availability of surtax funds; if such funds are not available or appropriated, the County has no obligation to utilize alternative revenue sources and may terminate the agreement. A significant conflict of interest provision prohibits successful consultants and their subconsultants from competing for subsequent County procurements that directly result from or substantially rely upon the consultant's deliverables, recommendations, or specifications prepared under this solicitation, though this restriction does not apply to unrelated services or to subconsultants whose work is wholly unrelated to future proposed scopes of work.
