About this file
This evaluation criteria document outlines the scoring framework for consulting services solicited by the Broward County Transportation Department (BCT) to support its Bus Rapid Transit (BRT) Program, part of the County's Premium Mobility (PREMO) initiative covering six corridors totaling approximately 76 miles. The County intends to award contracts to up to three qualified firms to provide professional, technical, and project management expertise necessary to advance BRT capital projects through planning, design, procurement, construction, and implementation phases. The evaluation is structured across six primary criteria with a total of 100 possible points, encompassing the ability of professional personnel (25 points), project approach (33 points), past performance (30 points), vendor workload (5 points), location (5 points), and willingness to meet time and budget requirements (2 points). The solicitation requires vendors to submit comprehensive documentation including staff resumes demonstrating relevant experience in project management, planning and environmental analysis, design and engineering, transit technology systems, rolling stock, public involvement, construction management, and project controls specific to BRT projects.
The total estimated budget for the initial five-year term is $30,000,000, to be distributed among the up to three awarded consultants based on work assigned by the County. Vendors must demonstrate qualifications including Professional Engineering (PE) licenses registered in Florida, Design-Build Professional (DBIA) certification, American Institute of Certified Planners (AICP) membership, or relevant environmental and ecological credentials. The evaluation emphasizes expertise with Federal Transit Administration (FTA) Capital Investment Grants (CIG) for Small Starts and New Starts projects, comprehensive knowledge of federal, state, and local regulations, and past performance on similar BRT projects completed on time and within budget over the preceding five years. Vendors are required to provide a minimum of three references for comparable projects and must indicate commitment to the time and estimated budget requirements to receive full scoring consideration. The solicitation is conducted under the Consultants' Competitive Negotiation Act (CCNA) and utilizes County Surtax Funding as the source of project financing.
