About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting bids on behalf of the Adjutant General's Office for waterline extension construction at Camp Dawson Army Training Site in Kingwood, under CRFQ ADJ2600000026, with bids due August 6, 2026, at 1:30 PM EST. The mandatory pre-bid meeting was held July 7, 2026, attendance at which was required for bid qualification.

The scope includes clearing and grubbing, excavation of approximately 848 cubic yards, installation of approximately 2,450 linear feet of 8-inch C900 waterline and 412 linear feet of 6-inch C900 waterline, placement of specified fittings and valves, asphalt replacement, and erosion control measures. All labor, materials, tools, equipment, supplies, and supervision are included. Contractors must have successfully completed at least five similar waterline extension projects and hold current West Virginia contractor licensure. The project is subject to West Virginia prevailing wage requirements and local labor market hiring requirements, with at least 75 percent of employees hired from the local labor market. Contractors must maintain a drug-free workplace policy with annual certified compliance reports.

Pricing is submitted on a unit-price basis for the base bid and one alternate using Exhibit "A," with award to the lowest qualified responsible bidder. A bid bond equal to 5 percent of total bid amount is required; the successful contractor must provide performance and labor/material payment bonds each equal to 100 percent of contract value prior to award. Progress payments are made monthly with 10 percent retainage withheld until substantial completion. Liquidated damages are assessed at $1,500 per day of delay plus a one-time $1,250 fixed cost for staff review if work is not completed by the contract completion date.

Four addenda have been issued; Addendum 4 (posted August 3) moved the bid opening from August 4 to August 6 and provides vendor question responses and material clarifications. Vendors must acknowledge receipt of all addenda with their bids or face disqualification. Questions were due July 13, 2026. Contact David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
