About this opportunity

The City of Gresham, Oregon is soliciting bids for construction of lighting and rectangular rapid flash beacon installations under ITB 2027-13, with bids due September 30, 2026 and a bid opening on September 29, 2026 at 2:00 p.m. Good faith efforts certification for small and disadvantaged business participation is mandatory for bid eligibility.

First-tier subcontractors performing labor or labor and materials must be disclosed if their dollar value equals or exceeds 5% of total contract price (minimum $15,000 threshold) or $350,000 regardless of percentage. Disclosure forms are due within two working hours after bid closing.

The scope encompasses rectangular rapid flash beacon installations and associated lighting at pedestrian crossing locations throughout Gresham. The project must be completed within 240 calendar days or by July 30, 2027, whichever occurs first. Liquidated damages are set at $1,100 per calendar day for failure to meet the deadline. All work must comply with the Build America Buy America Act; contractors must provide certificates of material origin before incorporation of applicable products. The project is funded under the 2018 ARTS program (CIPFP00011).

All bidders must be registered with the Oregon Construction Contractors Board, and all subcontractors must hold board registration or State Landscape Contractors Board licensure before commencing work. Prevailing wage rates established by the Oregon Bureau of Labor and Industries apply under ORS 279C.840. Contractors must maintain commercial general liability insurance with combined single limits of $2,000,000 per occurrence and $5,000,000 annual aggregate, and commercial automobile liability of $1,000,000 per occurrence. Bidders must certify an employee drug testing program, compliance with tax laws under ORS 305.385(6), and non-engagement in discriminatory practices or bid collusion. Non-resident bidders are subject to a preference increase equal to any preference their home state grants to Oregon bidders.

The Engineer's Estimate is $672,896.00. Two bids were received: Aaken Corporation at $665,513.00 and Brown Contracting Inc. at $711,117.00.
