About this file

This is a Bidders Good Faith Efforts Certification form issued by the City of Gresham, Oregon, for a construction project involving the installation of Rectangular Rapid Flashing Beacons and related lighting work. The certification requires bidders to demonstrate compliance with good faith efforts requirements when subcontracting work on the project. Bidders must complete the form to be eligible for contract award, with key requirements including notification of subcontracting opportunities to designated minority and disadvantaged business organizations, division of project work into smaller tasks where economically feasible to maximize participation by these enterprises, and allowance of a minimum of 48 hours for subcontractor bid responses. The form requires bidders to document their outreach efforts to Oregon Association of Minority Entrepreneurs (OAME), SW Washington Contractors Association, and ARC Document Solutions, as well as any additional good faith efforts undertaken to encourage participation from disadvantaged business enterprises, minority-owned businesses, women-owned businesses, disabled veteran businesses, and emerging small businesses.

The certification mandates that bidders identify any subcontractors from the specified categories and detail the scope of work assigned to them. The form serves as a gatekeeping mechanism for contract eligibility, requiring completion and signature by the contractor's authorized officer prior to submission to the City of Gresham. The form does not specify pricing terms, contract amounts, funding sources, or award timelines within its contents, focusing exclusively on the procedural requirements for demonstrating good faith efforts in subcontractor solicitation and small and disadvantaged business utilization.
