About this opportunity

The School Board of Seminole County is selecting a Construction Manager at Risk (CMAR) firm for the Rock Lake Middle School Renovation, with a Notice of Intended Decision posted July 27, 2026, identifying WELBRO as the recommended awardee following oral presentations on July 27 and a 72-hour protest period under Florida Statutes Chapter 120.

This CMAR procurement was conducted under Florida Statutes Chapter 1013 and the Florida Consultant's Competitive Negotiation Act (Section 287.055). Respondents must be licensed as a Certified General Contractor in Florida and registered with the Florida Department of State. The procurement received 11 qualified submissions on June 23–24, 2026, with ten firms advancing to the short list on July 13 and five firms (Williams Company, D.E. Scorpio, Wharton-Smith, Ajax Building Company, and WELBRO) invited to formal presentations.

The project scope encompasses renovation of approximately 136,671 square feet including upgrades to ceilings, lighting, interior finishes, and casework; construction of an additional 4,000 square feet for cafeteria expansion and relocation of administrative offices, media center, and CCTV operations; remodeling of group restrooms and ESE classrooms; integration of biophilic design strategies; and replacement of the Central Energy Plant and Fire Alarm system. The place of performance is 250 Slade Drive, Longwood, Florida.

The construction budget is to be determined. Under the CM@Risk agreement, compensation for pre-construction services is a fixed fee (amount in Exhibit C), and the Construction Management Fee for construction services is 4.5 percent of the Cost of the Work, not to exceed the Guaranteed Maximum Price. Payment and Performance Bonds equal to 100 percent of the project amount are required for projects exceeding $200,000. A performance and payment bond commitment letter in the amount of $15 million from a surety holding a minimum A.M. Best rating of "A-" or audited financial statements for two recent fiscal years were required submissions.

Evaluation criteria weighted business structure (10%), experience and past performance (45%), methodology (35%), references (5%), and workload (5%). Board approval is anticipated for September 8, 2026.
