About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, is requesting sealed quotations for repair of the ASP (Ammunition Supply Point) perimeter fence and gates at Camp Dawson in Kingwood under CRFQ ADJ2700000019, with bids due September 9, 2026 at 1:30 PM EST. Mandatory pre-bid meeting attendance on August 26, 2026 at 1:00 PM EST is required for bid qualification.

The scope comprises adding approximately 94 cubic yards of gravel beneath the existing 1,260 linear feet of fence (including one double-hinged gate and one sliding gate), applying grout to stabilize the gravel, and ensuring the fence bottom sits two inches into firm ground while maintaining six-foot height compliance per Army Regulation 190-11 standards. The vendor must possess a valid West Virginia contractor's license and demonstrate at least three years of experience with at least three completed similar fence repair projects. All work must comply with federal, state, and local codes, OSHA requirements, and Army Force Protection standards. A one-year warranty on all parts, labor, and materials is required.

The contract is structured as a one-time fixed-price purchase, with award to the lowest qualified responsible bidder. Vendors must submit a bid bond of five percent of the total bid amount, a performance bond of 100 percent of contract value, and a labor/material payment bond of 100 percent of contract value prior to award. Liquidated damages are assessed at $1,500 per day of delay plus a one-time $1,250 fixed cost for Staff Judge Advocate review if work is not completed by the contract completion date. The vendor is responsible for all labor, materials, equipment, supplies, waste disposal, permitting, and cleanup. Pricing must remain firm for 90 days from bid opening. Project execution and completion are contingent upon receipt of federal funding. Vendor technical questions were due August 31, 2026 at 11:00 AM EST. All addenda must be acknowledged with the bid proposal to avoid disqualification. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov.
