About this opportunity

Kissimmee Utility Authority (KUA) is requesting proposals for continuing conduit installation services at multiple concurrent locations, with proposals due July 28, 2026 at 2:00 PM EST. This is a firm fixed-price procurement with a three-year base term and two optional one-year renewals.

The scope includes furnishing and installing HDPE conduit in sizes 2" through 8" at specified footage ranges, Schedule 40 gray restrained joint conduit, inner duct placement, missile conduit installation at varying depths, traffic control across multiple MOT configurations, concrete and asphalt pavement work, excavation (hand and machine trenching at various depths), riser conduit installation, meter can installation and removal, and labor services by foreman, laborers, and electricians. The RFP contains 167 line items with evaluation quantities for pricing purposes only; KUA reserves the right to award to a single or multiple contractors and issues work on an as-needed basis. Contractors must hold Osceola County underground-contractor registration prior to final contract execution; proposals from unregistered contractors will be considered but registration is mandatory before notice-to-proceed. As-built documentation requires certification by a licensed Florida surveyor using NAD83 Florida State Plane East coordinates in US survey feet.

Pricing must be submitted on the revised Exhibit A Price Sheet (two separate tabs: firm-fixed unit rates for standard services and cost-plus percentage markups for materials, subcontractors, rental equipment, and hazardous-waste disposal). Prices remain firm for the first year; adjustments in renewal years are subject to negotiation and KUA approval. Contractors must identify their proposed price-adjustment index in proposals. A 100% performance bond is required within ten days of award, calculated on projected maximum outstanding work balance. Emergency work may be issued via oral orders followed by written work orders within 24 hours. Questions were due July 7, 2026. Federal labor standards and FEMA reimbursement provisions apply if federal funding is sought. No pre-bid conference or site visit is mandatory. Electronic submission through VendorLink with virtual bid opening via Zoom is required. Addendum #1 (July 16, 2026) modified the original RFP and must be acknowledged with the bid response.
